Crime Lines 12/06/2022 – 12/12/2022

12/06/2022 Fire – Officers responded to Annapolis Hall for an active fire alarm. Officers located a trash can on fire at the rear of Annapolis Hall that set off the alarm. Officers and Frostburg Fire Department entered the building where it was advised the fire was in room 113. Upon entering there was not an active fire however, a large amount of smoke was within the room. FFD opened the room window and set up fans at the main entrance and ventilated the first floor of Annapolis Hall. Officers were able to identify the male subject that sat the trashcan outside after viewing the Ocularis Camera system. Contact was made with the individual who advised he smelled smoke in the room adjacent to his and entered through an unlocked door. He advised he located the trashcan burning on the left side of the room, removed the trashcan, and placed it outside. The occupants of the room were identified and interviewed. Due to an incriminating statement made by one of the FSU students, who resided on the left side of the room, he was informed that he would be speaking with the Deputy Fire Marshal upon his arrival. The FSU student stated to the Fire Marshal that he had been outside and smoked a joint, brought it back into his room, put it into the trash can, and then left the room. Deputy Fire Marshal is handling the investigation and charges.

12/08/2022 Attempted Kidnapping – A FSU student came to Headquarters to advise she had been attacked on campus. She stated she was approached by her classmate in CCIT, and he spoke to her about coding together. After she advised she didn’t have time on that particular day, he then grabbed her book bag and forced her up the stairs to the second floor. Once on the second floor, the male student grabbed her arm and pushed her into the bathroom. After the victim’s phone began to ring, she was able to break away and left the building. Ocularis Camera System was utilized, and all information given by victim was observed and confirmed. The victim declined needing any medical attention. The suspect was located and detained. He was served with a trespass notice and interim suspension letter from the University. The suspect (FSU student) was taken to the Allegany County Detention Center Central Booking without incident where he was charged with kidnapping and false imprisonment.

12/08/2022 Request for Officer – Officers responded to Westminster Hall for a noise complaint. After making contact with the student, she admitted to playing loud music and burning sage. She was advised to turn the music down and advised she could not burn age. Subject was compliant.

12/09/2022 Assist Other Agency (FPD) – Two subjects, who wished to remain anonymous, arrived at the Frostburg State University Police Department to report a possible hazing incident that is currently in-progress on Alley #49 in Frostburg. Upon speaking with the subjects, a ‘Snapchat’ video was observed of an individual duck taped to a chair with another individual pouring bottled liquid (believed to be alcohol) into his mouth. The subject who was taped to the chair was identified as a Frostburg State University International Student who resides in Westminster Hall. FPD responded to the area of West Mechanic Street where they met up with the FSU student observed in the video. All activity was consensual. Due to the student being 21 years of age and consenting to the activities , no further police action was taken.

12/09/2022 Assist Other Agency (FPD) – Officers responded to the Beach Club Restaurant/Bar for a fight in progress, involving a gun. Upon arrival FPD officers were already on scene. After speaking with an employee, it was determined that an assault did take place between two patrons who left the restaurant approximately ten minutes before police were called to the scene. The employee did not obtain the names of the two patrons involved and remained unidentified.

12/11/2022 Assist Other Agency (FPD) – Officers responded to Wood Street to assist FPD with a noise complaint. FSUPD stood by while FPD officers shut down the party.

12/11/2022 Noise Complaint – Officers were dispatched to the area of the Old Bowery Street Pub for a report of a noise complaint. Contact was made with the tenant of the residence. He was advised of the noise complaint and requested he shut his party down. A verbal warning was given to the tenant. Party was shut down with no issues.

12/11/2022 Theft – Misdemeanor – An FSU student came into UPD to file a report for stolen prescription glasses. After speaking with the complainant, a name of the suspect was provided. Contact was made with the suspect and his mother on a three-way call. The suspect was aware of the glasses and was in the process of retrieving them. The suspects’ parent did contact UPD and advised she was retrieving the glasses herself and would be overnighting them to FSUPD. A case number was provided. The case remains open. Criminal charges and judicial board referral pending the return and condition of the glasses.

12/12/2022 Extortion – A FSU student came into FSUPD headquarters to report that someone was trying to “blackmail” him. The male FSU student stated to officers he was contacted by a female on Snapchat, and he started having a conversation with her. Shortly thereafter, the two subjects exchanged nude pictures. The female then replied to him with a message stating if she didn’t receive money, his nude photo would be shared with all his friends. The student did send the requested amount of money. Two days later, the female contacted the male student again requesting more money. This time no money was sent, and the female is now blocked. Officers advised him not to send any more money. This incident has been referred to FSU Investigator.

Summary period includes 116 calls for service and 10 traffic stops
