Crime Line 09/19-09/26
9/19/17 Suspicious Person: Housekeeper from P.E. called University Police at 1:55 a.m. to report a male subject roaming the building carrying a laundry basket full of clothes. Housekeeping described him as being a white male, approx. 18 years old, approx. 5’5”, short brown hair, wearing a green or gray t-shirt with a pair of gym shorts of unknown color. Officers conducted a thorough search of building but were unable to locate the subject.
9/19/17 Suspicious Person: Officers responded to the FSU sign near the intersection of College Ave. & Center St. for suspicious persons possibly defacing the FSU sign. Officers located subjects and found they were taking measurements of the sign for an engineering project.
9/19/17 Information: Approx. 7:50 p.m., officers of the Frostburg State University Police Department responded to Westminster Hall for a reported fire alarm activation. Area volunteer fire departments were also dispatched to the dormitory at this time, including firefighters from the Shaft Volunteer Fire Department. While investigating the alarm, officers were advised that a fire hose fell from a fire engine and struck a parked vehicle. Officers made contact with the owner/operator of the vehicle, who was advised of the incident. The owner responded to the vehicle and inspected it in the presence of officers but was unable to locate any obvious damage as a result of the vehicle being struck by the hose. Owner was provided with a business card, indicating a police report number, in the event insurance information is needed in the future.
9/20/17 Skateboard Complaint: Officers responded to the third floor deck area of the Library for a skateboarder who was moving furniture to do tricks. Upon arrival, the boarder was gone. FSUPD Dispatch used the campus camera system to check other locations on campus and she found the skateboarder actively skating on the tennis courts. Contact was made with the individual he was advised of the FSU no skateboarding policy and issued a Trespass Notice.
9/20/17 Odor of Marijuana: Officers responded to a quad on the fourth floor of Westminster Hall for the odor of Marijuana. Officers were unable to pinpoint the source.
9/20/17 Assist Other Agency: FSU Officers responded to a residence on Park Ave. with FPD Officers for a possible Burglary in progress. Upon arrival, officers met with the complainants who said when they exited their apartment they saw a dark skinned male, wearing a gray hoodie, attempting to remove an air conditioner of one of their neighbors. The complainants confronted him and he fled on foot.
9/22/17 Drug Law Violation: Westminster Hall Resident Assistant reported smelling an odor of marijuana. Officers responded and were unable to locate the source of the odor.
9/22/17 Harassment: An FSU student reported she has recently been the victim of harassment. Student was advised the process to file for a peace order with the District Court. She was also told that she should cease contact with student on all social media and in person. Contact was made with the ACM Dean of Students who was provided the details of the situation.
9/22/17 Traffic Accident: FSU Student reported a minor traffic accident in the Diehl Hall Parking lot. Both drivers exchanged insurance information, photographs were taken, and there were no injuries reported.
9/22/17 Knock & Talk: While conducting a foot patrol in the Upper Quad, officers heard a loud air horn being blasted near the intersection of College Avenue and Center Street, and observed a small group of males seated at a makeshift table in front of a Center Street address, but could not see an air horn. A short time later, while patrolling in an unmarked police vehicle, officers again heard the air horn being blasted in the area. Officers determined several individuals responsible and advised the group that it would be in their best interest to put the air horn away and not blow it if they didn’t have a reason worth receiving a noise citation.
9/22/17 Suspicious/Assist Other Agency: Officers observed two male subjects on a bicycle with approximately 10 pairs of shoes. The subject was observed going into Meshach Frost Village. The shoes are believed to be taken off of the fence of a church on Main St., Frostburg. Frostburg City Police notified and responded. Frostburg City Police are handling the investigation.
9/22/17 Drug Law Violation: Officers responded to Westminster Hall regarding the smell of marijuana coming from a room. As a result of the investigation, a student was referred to the judicial board.
9/23/17 Assist Other Agency: Officers were dispatched to Hill Street, Frostburg, to assist Frostburg City Police with a large party. Upon arrival, FSUPD Officers stood by while the large number of attendees dispersed. The crowd left the area quickly and without incident.
9/23/17 Hit & Run: FSU student reported an unknown vehicle had struck his vehicle while parked in the Simpson parking lot. The investigation is continuing.
9/23/17 Traffic Accident: Officers responded to University Dr. at Susan Eisel Dr. for a motor vehicle accident involving an Allegany Transit Bus. No injuries were reported.
9/23/17 Request for Officer: Officers responded to the Cambridge Hall for the smell of burnt marijuana. A check of the area was made with negative results for any odor of burnt marijuana.
9/23/17 Traffic Accident: A FSU student reported she was involved in a motor vehicle crash involving an FSU sign. There were no injuries.
9/24/17 Assist Other Agency: Officers responded to Bowery Street to assist the Frostburg Police Department with an excessive noise complaint. Upon arrival, officers stood by until a large crowd dispersed the residence. A resident was issued a civil citation for permitting and/or causing excessive noise within the City of Frostburg and was referred to the judicial board.
9/24/17 Assist Other Agency: Officers responded to the intersection of Bowery St. & E. College Avenue to assist the Frostburg Police Department with an open container violation. A student was issued a civil citation for underage possession of alcohol by Frostburg City Police. A judicial board referral was also submitted.
9/24/17 Assist Other Agency: Officers responded to Center Street to assist the Frostburg Police Department with a destruction of property complaint. As a result of the investigation criminal charges were preferred and a judicial board referral was submitted.
9/25/17 Theft: Bittner Vending representative reported the vending machine in Frost Hall was tampered with and approx. $375.00 worth of products were taken. The investigation is continuing.
9/25/17 Traffic Accident: FSU student reported a driver backed into the Potomac Edison bucket truck in the State Street parking lot. The investigation revealed there was no damage to the truck and both drivers exchanged insurance information. No injuries were reported.
9/25/17 Fraud: FSU Civic Engagement Director reported he received several emails requesting a money transfer for $3500.00 and believes the emails are a scam. No money was transferred and the investigation is continuing.
9/26/17 Information: FSU employee reported a traffic accident involving a university’s state vehicle that occurred on 9/25/17. There were no injuries reported.
9/26/17 Suspicious: Officers responded to the Cordts P.E. Center regarding a suspicious male that ran out of the locker room hallway. Officers viewed the building’s video security footage and observed a male subject matching the description entering the building, walking down several hallways and then seen leaving the building. While on the scene there were no reported thefts, the investigation is continuing.
9/26/17 Drug Law Violation: Officers were dispatched to Cambridge Hall for a report of possible CDS activity. As a result of the investigation, one student was referred to the judicial board.
9/26/17 Disturbance: Officers were dispatched to the Edgewood Commons parking lot for a report of a small disturbance between several parties. As a result of the investigation, a judicial board referral was submitted.
