Crime Line 10/14 – 10/21

10/14/15 Request for Officer: Officers responded to Dunkle Hall for a report of a disruptive student in class. Judicial Board Referral submitted.

10/14/15 Harassment: A student reported she met a male student, who also resides in her Hall,  approximately two weeks ago, at which time she provided him with her phone number and told him to contact her any time, so that she could tutor him. She stated the student proceeded to contact her at all hours of the day requesting help, and now his behavior is becoming harassing. Officers made contact with the male student who was advised of the complaint and was instructed to not make contact with the complainant. Judicial Board referral submitted.

10/14/15 Drug Law Violation: While conducting a follow-up with the resident of Cumberland Hall, on a previous case, officers could smell a strong odor of marijuana emitting from the room. The student was issued one civil citation for marijuana less than 10 grams. Judicial Board Referral submitted.

10/15/15 Assist Other Agency: Officers responded to the Outback Bar, at the request of the Frostburg Police Department, to assist with a fight-in-progress call. Officers remained in the area for several minutes to ensure there were no further problems. Scene cleared with no further action taken.

10/15/15 Assist Other Agency: Officers responded to Hill Street, Frostburg, to assist the Frostburg Police Department with a reported overdose.

10/15/15 Request for Officer: Officers responded to Hitchins Building for a suspicious male subject in the building. The individual was identified and was issued a Trespass Notice and advised that he was not permitted in the building, unless he notified University Police and has prior approval.

10/15/15 Assist Other Agency: Officers assisted the Maryland State Police with a traffic stop at the Stangle Building on University Drive. No police action taken by this agency.

10/15/15 Traffic Arrest: Officers traveling north on Braddock Rd. at the intersection of University Dr. and Braddock Rd, noticed a gray Hyundai Sonata traveling south on Braddock Rd. without a front tag. As a result of the stop the driver was issued three traffic citations and released.

10/15/15 Request for Officer: FSUPD officers along with the assistance of the Maryland State Police, Allegany Co. Sheriff’s Office, and Frostburg City Police, responded to the Admin Circle for a report of a possible fight. Investigation revealed subjects who were leaving the Pep Rally were involved in the disturbance. Subjects were reported to have left the area prior to police arrival. All police units cleared without incident.

10/15/15 Noise Complaint: Officers were dispatched to the outside area of Cumberland Hall, for a reported noise complaint. Upon arrival, officers were unable to detect any noise at the front or rear of Cumberland Hall and did not observe anyone in the immediate area.

10/15/15 Hit & Run: While on patrol, officers were flagged down by a male subject on E. College Avenue near Maple Street, in reference to hit-and-run that occurred to his vehicle in the College Avenue Lot.

10/16/15 Request for Officer: FSU student requested an officer in the Guild parking lot. Student reported she hit something while driving and pulled over into Guild Lot. Officers checked the area and found everything ok.

10/16/15 Knock & Talk: Officers conducted a Knock & Talk at High Way Pizza, E. College Avenue, and residents of 141 Bowery Street, Frostburg.

10/16/15 Liquor Law Violation: An Edgewood Commons student reported his roommate drank a large bottle of vodka, and possibly took a large amount of pills. EMS units arrived and transported him the WMRMC for further evaluation. Subject was issued a civil citation for underage possession/consumption of an alcoholic beverage upon his return to campus. Judicial Board Referral submitted.

10/16/15 Assist Other Agency: Officers responded to Bobcat Court, Lower Consol Road, to assist the Frostburg City Police with a noise complaint. Upon arrival scene was cleared. No police action taken by this agency.

10/16/15 Open Container: While patrolling on Charles St., Frostburg, officers issued a civil citation for possession consumption of an alcoholic beverage in a public place.

10/17/15 Open Container: Officers patrolling on Center St., Frostburg issued a civil citation for possession/consumption of an alcoholic beverage in a public place.

10/17/15 Open Container: Officers on patrol traveling east down Charles Street, issued two civil citations, one for public urination and the other for open container in public.

10/17/15 Liquor Law Violation: Officers were dispatched to assist the Frostburg City Police with a noise complaint of a large party Bowery St., Frostburg issued three citations, one for underage possession of an alcoholic beverage, failure to obey a reasonable and lawful order of a police officer, and possessing a fictitious driver’s license/id card. Judicial Board Referral submitted.

10/17/15 Hit & Run: Officers were dispatched to the PE Center parking lot for a Hit & Run vehicle complaint.

10/17/15 Request for Officer: Officers responded to the Cumberland Hall Office for a harassment complaint. Officers advised two male students to not have any further contact with a female student. Resident Assistant notified. Judicial Referral submitted.

10/17/15 Assist Other Agency: Officers were dispatched to the area of Bowery St., Frostburg, for a report of a disorderly male on a FSU Safe Ride Van. Upon arrival, FSUPD officers stood by while Frostburg City Police made contact with the male subject. Frostburg City Police obtained the male’s identification and advised him to leave the area. The male complied and left the scene without further issues. No police action taken by this agency.

10/17/15 Fire Alarm: Officers were dispatched to Westminster Hall for a report of fire alarm activation. FFD personnel responded and advised they were unable to observe any hazardous conditions within the building. Alarm panel was reset. FFD personnel cleared the scene with no further action taken. Resident Director & Assistant notified.

10/17/15 Assist Other Agency: Officers were dispatched to E. College Avenue and Wood Street, Frostburg, for a report of a fight in progress. Upon arrival, officers discovered two residents were”horse playing” on the front porch. No police agency taken.

10/17/15 Disorderly Conduct: Officers assigned to the Homecoming Dance in the Cordts PE Center were approached by a member of the security staff who pointed out two females who were attempting to enter the dance, near the security check, while being under the influence of alcohol. Contact was made with the two individuals who were escorted to an area near the entrance. One subject was issued a criminal citation for failure to obey a lawful order of a police officer.  As the subject was determined not to be an FSU student, she was issued a trespass notice, informing that she is not permitted on the campus of Frostburg State University until 10/17/16.   She was then released from custody.

10/18/15 Liquor Law Violation: Officers assigned to the Homecoming Dance in the Cordts PE Center, were notified by staff that there was a female in the bathroom unconscious. EMS units responded and transported her to WMRMC for possible alcohol poisoning. Subject was issued a civil citation for underage possession/consumption of an alcoholic beverage.

10/18/15 Disorderly Conduct: Officers working the Homecoming Dance in the Cordts PE Center, observed a female subject at the coat check yell profanity at the staff. Officers made contact with the staff members who stated they asked the female subject to leave. The female remained outside yelling and a crowd started to form outside. She was placed under arrest and was the transported to police headquarters and issued three citations, one for possession/consumption of an alcoholic beverage, failure to obey a lawful order, and disorderly conduct.

10/18/15 Request for Officer: Officers were dispatched to Westminster Hall. Upon arrival, officers met with the Resident Assistant who stated she smelled an odor of CDS.  Officers entered the quad and smelled a very faint odor of something similar to CDS but could not say for sure. The call was unfounded.

10/18/15 Traffic Arrest: Officers patrolling E. College Avenue, Frostburg, issued a citation for driving on suspended out of state license.

10/19/15 Request for Officer: Officers responded to Westminster Hall for a CDS compliant on the second floor. Upon arrival, officers could not detect an odor at all on the second floor. Every quad on that floor was checked with negative results. Resident Assistant notified.

10/19/15 Information: A student reported a possible threat she overheard earlier in the evening. The student, who wished to remain anonymous, stated that she and her roommate were in the second floor lounge of the Lane Center, when she overheard a conversation between two male subjects, one of which was standing and the other sitting. The male subject that was standing stated; “My main goal is to shoot up the school, kill myself, and run the world.”  Investigation revealed the identity of the student whose comments were determined to be in reference to movie.  He was determined to be no threat to the University.

10/20/15 Skateboard Complaint: While conducting a follow-up in Lane Center, officers noticed two male subjects riding hover boards in the second floor lounge area. Both subjects were contacted and explained Frostburg State University no skateboard policies. No further police action taken at this time.

10/20/12 Assist Other Agency: FSUPD Officers assisted Frostburg City Police with identifying a male subject who was reported to be on a hover board that just shop lifted from The Beer Wine Warehouse on Broadway Street, Frostburg. Officers were able to positively identify the subject.

10/20/15 Fire Drills: Officers assisted FSU Facilities employees with fire drills that were conducted in the upper residence halls. No problems were reported.

10/20/15 Request for Officer: Officers responded to Cumberland Hall for a possible CDS compliant, but the RA on duty could not pin point the odor. As they were entering Cumberland Hall, a skunk had just sprayed outside and lingered onto the same floor. RA notified.

10/21/15 Assist Other Agency: Officers responded to the F-Bar, Bowery St., Frostburg, to assist the Frostburg Police Department with alarm activation.  Upon arrival, it was determined that the alarm was activated in a vehicle, which appeared to be malfunctioning. The owner was contacted and advised of the situation. No further action taken.
