Crime Line 10/16 – 10/21

10/16/14 Request for Officer: A parent of a student called requesting an officer reach her daughter for a medical emergency at home, officers responded to student’s room where they were able to relay message to contact home ASAP.

10/16/14 Request for Officer: Officers responded to Annapolis Hall for the smell of marijuana upon arrival they were unable to detect the odor of marijuana.  Call unfounded.

10/16/14 Assist Other Agency: Officers responded to 110 Braddock Road, in the area of the P.E. Center, to assist Frostburg City with a traffic accident.

10/15/14 Assist Other Agency: Frostburg City Police asked officers to respond to Meshach Frost Village to assist with a disorderly subject.  The subject was gone on arrival.

10/15/14 Assault: Officers responded to Residence Life Office in Annapolis Hall FSU. Upon arrival officers made contact with a student who had threatened to stab her roommate while she was sleeping.   The victim has declined to prosecute and is considering a peace order. Judicial referral has been made.

10/16/14 Assist Other Agency: Officers responded to 35 Maple St for a possible Breaking and Entering in progress.

10/16/14 Knock and Talk: Officers performed several knock and talks at 70 East College Ave, 41 Stoyer St, 109 Bowery St, 163 Bowery St, 163 Bowery St, 110 College Ave, 32 Beall St, 143 Bowery St, 156 Bowery St, 39 Beall St, 136 Bowery St, and 141 Maple St.

10/16/14 Assist Other Agency: Officers responded to Beall Street to assist the Frostburg City Police with a traffic accident.

10/16/14 Request for Officer: Allen Hall RA reported a large crowd outside possibly getting ready to fight. Upon arrival, officers observed the crowd disbursing and no physical altercation took place.

10/17/14 Littering: Officers made an arrest on Center Street, just prior to American Ave., and charged on individual with; littering, fail obey lawful order, resisting arrest, and underage possession of an alcoholic beverage.

10/17/14 Noise Complaint: officers responded to 109 Broadway for a noise complaint. The noise was determined to be coming from a first floor apartment on the rear of the building.  Contact was made with the male resident who complied with officers’ request to turn down the music.

10/17/14 Request for Officer: Student in Sowers Hall reported a possible gas leak.  Officers responded and determined the call to be unfounded.

10/17/14 Assist Other Agency: Officers assisted Frostburg City Police with a disturbance at 148 Wood Street.

10/17/14 Traffic Accident: Officers investigated an accident on the access road leading to the rear of the Cordts PE Center. A Frostburg State University Police Traffic Accident Information Form was completed and given to both drivers.

10/17/14, Alarm: Several automatic alarms were received reporting an “unauthorized entry” into the Appalachian Lab, 301 Braddock Road. Officers responded and determined the calls to be unfounded.

10/17/14 Request for Officer: Officers responded to Frederick Hall for a CDS complaint.

10/17/14 TIPS: Caller reported excessive noise coming from Byrnes’ Bar, E. College Avenue.  Frostburg City Police were notified.

10/17/14 Drug Law Violation: Officers responded to Allen Hall, for a complaint of marijuana smell.

10/18/14 Assist Other Agency: Officers responded to College Ave Lot, to assist FPD with an open container violation. FSUPD stood by with the FPD officers until a civil citation was issued for the violation.

10/18/14 Damage to Property: Officers on patrol in the Diehl Hall parking lot observed an orange and silver Verucci scooter lying on the ground. Photos were taken of the scooter and officers placed the scooter back on its kick stand. A police business card was left on the scooter.

10/18/14 Knock and Talk: Officers conducted and Knock & talk at 170 College Ave.

10/18/14 Vandalism: Officers responded to Annapolis Hall for a vandalism complaint, involving a third floor lounge bulletin board. A positive identification was made of one of the subjects and the case remains open.

10/18/14 Emergency Phone:  Four male subjects reported they were stuck in Westminster elevator #2. Officers were able to successfully open the elevator doors to let the subjects exit.

10/18/14 Breaking and Entering: Officers responded to Gray Hall, for possible burglary complaint.  Officers met with the victims who both agreed they do not wish to pursue criminal charges.

10/18/14 Assist Other Agency: FPD requested assistance during a traffic stop on Braddock Rd. Officers responded and stood by.

10/18/14 Assist other Agency: Frostburg City Police requested assistance for a possible domestic problem at 179 Park Ave Apt 4. Officers responded and the call was determined to be unfounded.

10/19/14 Liquor Law Violation/Disorderly Conduct: Officers stationed at the main entrance for the Homecoming Dance detail observed a male subject having difficulty standing.  After investigation the subject was issued 3 Criminal Citations and a No Trespass Notice for Frostburg State University. Subject not a FSU student

10/19/14 Assist other Agency: Officers responded to 138 Bowery Street to assist Frostburg City with a possible fight in progress. Upon arrival, subjects were gone on arrival. No further police action taken.

10/19/14 Disorderly Subject: While working the entrance of the Homecoming Dance in the Cordts Physical Education Building, officers were approached by a staff member who advised that a male subject who did not have a ticket to enter the dance, was a friend of the DJ’s and was trying to contact him by cell phone to get into the dance.  Subject, not a friend of the DJ became disorderly and was issued a criminal citation for “Failure to Obey”, “Disorderly Conduct”, and Trespassing”. He was also issued a copy of an FSU Trespass Notice Form advising him he is not to enter the premises of Frostburg State University and if found on the premises he would be arrested. Subject was not a student.

10/19/14 CDS: Caller reported an odor of marijuana emitting from Cumberland Hall.  As a result of investigation, a small plastic baggie of marijuana was confiscated and the student was issued a State of Maryland Civil Citation for possession of marijuana under 10 grams. Judicial referral submitted.

10/19/14 Noise Complaint: Caller advised the noise from the dance in the Cordts PE Center was keeping her family awake.

10/19/14 Disturbance: Officers assigned to the annual homecoming dance in the Cordts Physical Education Center, positioned in the hallway, close to the metal detectors, near the event main entrance, were notified by security staff that two females appeared to be fighting, just outside of the main entrance. Upon investigation there were no indicators that either subject was involved in a physical altercation.  They were released and to proceed to their destination on foot.

10/19/14 Sex Offense: Officers responding to the area outside of the Lane Center, in the area of the “blue-light’ emergency phone, located two females subjects sitting on a park bench near the clock tower. One of the females reported a fourth degree sex offense.

10/19/14 Liquor Law Violation: Officers responded to Westminster Hall for an intoxicated subject. One civil citation for underage consumption was issued. Judicial Referral Submitted.

10/19/14 Disorderly Conduct: Officers escorted a disorderly subject out of the Homecoming dance and placed him under arrest for disorderly conduct.  The subject was issued a criminal citation for Disorderly Conduct and given a Frostburg State University no trespassing form as well as a rights to counsel form.  He signed both forms, and was released from custody. Subject was not a FSU Student.

10/19/14 Destruction of Property: Officers responded to a possible Destruction of Property in the Simpson Hall parking lot.  Upon arrival, officers spoke with the complainant who advised officers that three males were running in between her vehicle (red Ford mustang) and another vehicle. She stated that they hit her mirror and broke it.  Officers examined the vehicles and notice damage to the vehicles driver’s side rear view mirror. The complainant stated that it was three males wearing hoodies but could not provide a description other than three males with hoodies on.  Pictures were taken of the damage to the vehicle.

10/19/14 Assist Other Agency: Officers were called to assist the Frostburg City Police with a possible fight in progress at 191 Welsh Hill. Upon arrival, several people were leaving the area. Officers stood by until the area was clear. No fight occurred and no police action was taken.

10/19/14 Assist Other Agency: Officers assisted FPD with a fight in progress behind the 7-11 store, on Mechanic St.   Upon arrival, officers were advised to attempt to locate a silver Honda possibly traveling down Bowery Street. Officers scanned the area with negative results.

10/19/14 Disturbance: As the attendees of the Homecoming dance event were exiting, Officers observed a disturbance begin in the hallway outside of the Main Arena.  Officers quickly intervened, with one of the males being taken into custody for assault. The remaining crowd was then disbursed without further incident.

10/20/14 Request for Officer: Cambridge Hall Housekeeper reported light smoke in the quad of 629. Officers responded and reported the smoke was coming from the heater in room 627. Student was instructed to turn off the heater. Facilities were notified.

10/20/14 Alarm: Officers responded to the Appalachian Lab, 301 Braddock Road, for an automatic alarm reporting unauthorized entry. Upon arrival, officers found all doors secure.

10/21/14 CDS: Officers responded to Cumberland Hall in reference to the odor of marijuana. As a result of investigation three students will be issued criminal citations for CDS Paraphernalia, and one student will be issued a civil citation for Marijuana Less Than 10 Grams, as well as the criminal citation for CDS Paraphernalia. Judicial Board Referral submitted.

10/20/14 Assist Other Agency: Officers assisted the Frostburg City Police at 191 Welsh Hill Evergreen Apartments with CDS. No action was taken by this agency

10/21/14 Fraud Credit/Lease: Officers responded to the Bookstore in the Lane Center for reported credit card fraud.  The investigation is continuing.

10/21/14 Emergency Phone: A call came through the Cumberland Hall Emergency Light.  No one responded and nothing could be heard in the background.  Upon response no problems were located.
