Crime Line 10/16 – 10/22

10/16 /2019   Noise Complaint –   Officers responded to Edgewood Commons for a noise complaint regarding loud music.  Contact was made with the subject playing the music and he was advised to keep the noise level down and remain courteous of his neighbors.  Subject agreed to do so. 

 

10/16 /2019   Medical Emergency – EMS was contacted for a student in the rear of PAC with flu like symptoms.  Student was escorted to Brady Health where EMS was on scene.  Subject refused transportation. 

 

10/17/2019   Request for Officer –   Officers responded to Edgewood Commons regarding a roommate argument.  The roommates boyfriend who was knocking on the door for an extended amount of time, left approximately fifteen minutes before the officers were called.  The officers spoke to all the concerned individuals.  After receiving conflicting stories, the officer explained it would be in the best interest of all if the boyfriend did not return to Edgewood until the director was notified and mediated the situation.  The matter was referred to Edgewood staff.

 

10/17/2019   Assault – Officers responded to Edgewood for a physical altercation between roommates.  The physical altercation is related to the incident above.  Subjects confronted each other about the call made to the police regarding the boyfriend. As the argument escalated and the subjects became closer, the physical altercation took place between the two. Due to the incident, one of the females stayed in another room for the remainder of the night.  Both subjects had minor injuries but declined medical treatment.    Both parties (FSU Students) were advised of their rights and a copy of Victim Witness rights pamphlet was also issued.  J-board referral has been sent.

 

10/17/2019   Counterfeiting – Officers were dispatched to Chesapeake Hall for a report of a counterfeit bill.  Upon arrival, contact was made with the Assistant Director of Dining Services who advised they were notified by the M&T Bank Branch in Frostburg, that they had submitted a counterfeit $50.00 bill in their 10/16/19 deposit.  As this investigation is continuing, the origin of the bill is linked back to business within the Frostburg area.  Frostburg City Police have recently investigated several incidents of counterfeit $50.00 bills being passed (or attempted to be passed) at several retail establishments in the Frostburg area.  FPD officers advised they notified US Secret Service agents of the incidents. Contact will be made with FPD on 10/18/19 to obtain more information regarding the previous incidents.  Investigation continuing.

 

10/17/2019   CDS Officers were dispatched to the rear of Annapolis Hall for a vehicle unlock.  The unlock was successful, however there was a strong odor of marijuana emitting from the vehicle.  The subject admitted to smoking marijuana earlier that day in the vehicle.  A pat down was performed with negative results.  A Probable cause search of the vehicle was conducted.  Found was part of a cigar wrapper in back left door and small pieces of suspected marijuana (shake). There was “shake”, or suspected marijuana on the console as well.  The subject was advised about marijuana not being allowed on campus and was advised that he should clean his car. Judicial board referral sent.

 

10/17/2019   Skateboard complaint – While patrolling University Drive at College Ave, officers observed a male subject skateboarding in the College Avenue Lot.  Contact was made.  The subject advised he did not have identification but supplied a name.  Officers advised the male that skateboarding was not permitted on the grounds of FSU. He was further advised of the Frostburg Municipal Ordinance against skateboarding on public property in city limits. The male advised he was not aware of the regulations and would stop skateboarding. He was very cooperative during the encounter.  The name given by the subject is not in PAWS. 

 

10/18/2019   Harassment – Officers made contact with a subject at Police Headquarters who reported harassment from another individual.  He advised the subject was texting and harassing him on social media.  The subject was advised of District Court Rights and was referred to the District Court Commissioners for possible charges and Peace Order.  Contact was then made with the other party involved who would not say much about why he confronted the other male, but did indicate that a female was involved.  Both parties were told to stay away from each other.  Report forwarded to the Judicial Board.  FSU Students.

 

10/18/2019   Assist Other Agency  (FPD) – Officers responded to Stoyer Street to assist FPD with a domestic in progress.  FSUPD stood by while FPD officers conducted the investigation.

 

10/19/2019   Assist Other Agency  (FPD) – Officers assisted FPD on Center Street with a possible alcohol poisoning.  While in route to the scene, a radio transmission was received that the subject involved may be unconscious and unresponsive.  Subject was highly intoxicated and unable to stand or walk successfully.  EMS was on scene. After a brief struggle, FPD and FSUPD were able to position the subject onto the stretcher.  While on scene the individual that was assisting the first intoxicated subject walk, fell and struck his head on the curb.  He was evaluated and eventually transported to the hospital for treatment.  The intoxicated subject was not a FSU student .  The subject who fell trying to assist the other was a FSU Student.  Judicial Board Referral Submitted.

 

10/20/2019   Assist Other Agency  (FPD) Assisted FPD with a possible disturbance in progress on Oak Street.  Upon arrival, officers checked the area and were unable to find anyone fighting. FPD made contact with pedestrians in the area who advised two females were arguing but were not engaged in a physical altercation.

 

10/20/2019   Assist Other Agency  (FPD)  Officers responded to College Gardens Apartment N, Broadway Street to assist FPD with a reported fight in progress. Officers attempted to speak with several females walking to their vehicle. The females stated that they did not see a fight and did not wish to speak with officers. None of the subjects appeared to have recently been in a physical altercation but had very aggressive manner towards officers. FSUPD stood by while FPD conducted the investigation.  Unknown if subjects were FSU students.

 

10/21/2019   Assist Other Agency  – (ACSO)   Officers assisted ACSO on a traffic stop while a search of the vehicle was conducted.  Negative results for CDS.  Unknown if occupants were FSU students.

 

10/21/2019   Assist Other Agency  (FPD) – FPD requested assistance on Broadway Street for a possible robbery with a gun.   Officers were requested to watch the front of the residence.  After everyone in the residence exited the building a walk through was performed to ensure all subjects were out.  Upon completing the sweep of the residence, the occupants were questioned.  Nothing further by FSUPD.  Victims were not FSU students.  Suspects have not been identified at this point.

 

10/22/2019  Check on Well Being  – A check on well-being was requested for a student with a change in mental status, possibly suicidal. Contact was made with the subject.  He advised he had no intentions of harming himself.  Officers advised they could provide transportation to CAPS which was denied.  Available resources and options were provided to the subject for the future on campus.

 

10/22/2019  CDS  – Officers responded to Sowers Hall for an odor of marijuana.  Upon arrival a faint smell could be detected however, the odor seemed to dissipate quickly and no point of origin could be found.  A walk through was conducted with negative results.  It was believed the odor was coming from outside of the building.

 

Summary period includes 188 calls for service and 16 traffic stops
