Crime Line: 10/26 – 11/1

10/26/16 Knock & Talk: Officers spoke with the members of the off-campus sorority Kappa Gamma Delta (KGD), about a Halloween party they are hosting on 10/27/16.

10/26/16 Request for Officer: Officers were dispatched to E. College Ave., Frostburg, for a possible altercation. Upon arrival officers did not observe anyone or hear an altercation occurring.

10/26/16 Suspicious: Officers conducting a patrol check of Edgewood Commons Lot observed two males exiting the tree line above the top parking lot. Contact was made with the two individuals who were identified to be FSU students it was determined that no misconduct was occurring.

10/27/16 Request for Officer:  An FSU Housekeeper requested officers respond to the first floor of CCIT for two individuals inside the building after hours and refusing to leave or utilize the 24 hour computer lab.  Officers informed the individuals they could continue working inside the 24 hour lab. Both individuals complied.

 10/27/16 Check on Well-Being: Officers were dispatched to check on the well-being of a student in Annapolis Hall. Contact was made with the student who was alright; he was advised to make contact with his parents.

10/27/16 Assist Other Agency: Officers assisted Frostburg City Police with a traffic stop on Center St., Frostburg.  A probable cause search of the vehicle was completed. Subject was issued a civil citation for a CDS violation by Frostburg City Police. The driver and passenger of the vehicle were reportedly visiting Frostburg and were not students at FSU.

10/28/16 Fraud: A Yellow Cab driver from Morgantown WV reported a theft of taxi fare. The cab driver advised that he picked up a white female in Morgantown WV for a taxi fare. Upon arrival at Edgewood Commons the subject went inside to get the $130.00 fare. The driver waited approximately 15 minutes but the subject did not return with the money and he then contacted the police.

10/28/16 Request for Officer: A Cumberland Hall Housekeeper reported vehicles drag racing in the Cumberland Parking Lot. Officers responded however the vehicles were gone upon arrival.

 10/28/16 Check on Well-Being: Officers were dispatched to first floor Annapolis Hall to check on the well-being of a student. Upon arrival, officers were unable to locate the student at his residence. Officers were later notified by the student’s grandmother who advised he was alright and at her residence in Cumberland, Maryland.

10/28/16 Assist Other Agency: Officers responded to a two vehicle accident south of the entrance to the Stadium Lot on Braddock Road. No injuries were reported; Frostburg City Police responded and completed an accident exchange of information form.

10/28/16 Destruction of Property: Officers were dispatched to the Diehl Parking Lot for a report of a stolen tree. As a result of the investigation a judicial board referral was submitted.

10/28/16 Knock & Talk: Officers spoke with the residents on Center Street about noise and to four female’s about lewd behavior at Oak Street and Bowery Street.

10/28/16 Open Container: While patrolling on Bowery St., Frostburg, officers noticed a male subject carrying a red Solo cup. As a result of the contact the student was issued a civil citation for possession/consumption of an alcoholic beverage in a public place, and referred to the judicial board.

10/29/16 Knock & Talk: Officers spoke with the residents on Bowery St., Frostburg, about letting people leave the property with open containers.

10/29/16 Disturbance: While patrolling on Alley 32, at the intersection of College Ave., officers noticed a female and male arguing.  Both subjects were told they needed to separate for the evening and both left the area without further problems.

10/29/16 Assist Other Agency: Caller reported a possible fight in progress at College Ave. and Center St., Frostburg. Officers responded and found it was a verbal argument. Frostburg City Police were on the scene.

10/29/16 Open Container:  Officers observed a male subject drinking a Natural Light beer as he was walking south on Bowery St., Frostburg. As a result of the contact he was issued a civil citation for possession/consumption of an alcoholic beverage in a public place. Subject was not a FSU Student.

10/29/16 Public Urination: While on patrol, officers observed a male subject urinating on the side of a fence on Bowery St., Frostburg. Contact was made with the subject who was issued a civil citation for public urination. Subject is not a FSU student.

10/29/16 Knock & Talk: Officers spoke with the residents on Bowery, Oak, and Hill Streets, Frostburg, about people urinating on the property, underage drinking, and noise.

10/29/2016 Open Container: Officers noticed three male subjects on Wood St., Frostburg, carrying clear and Styrofoam cups. As a result of the contact three subjects were issued a civil citation for possession/consumption of an alcoholic beverage in a public place and two were issued civil citations for possession of marijuana less than 10 grams.  None of the subjects are FSU students.

10/29/2016 Check on Well-Being: Officers were dispatched to Annapolis Hall to check on the well-being of a student. Upon arrival, officers were able to make contact with the student. He advised he would contact his mother and asked if we could let his sister know he was alright.

10/29/2016 Check on Well-Being: Officers responded to Westminster Hall to check on the well-being of a student. Dispatch advised that the student was intoxicated.  Upon arrival, officers made contact with the student who was determined to be 21 years old and had consumed several glasses of wine. The student was coherent and answering questions posed to her.  No further action was taken.

10/29/16 Noise Complaint: Officers were dispatched to the exterior entrance of Westminster Hall for a noise complaint. Upon arrival outside, Officers observed several vehicles full of students ready to leave the parking lot. Officers did not detect excessive noise, however, advised the passengers to quiet down. All persons cooperated and the vehicles left the area.

10/29/16 Assist Other Agency: Officers were dispatched to the area of Center and Stoyer Street, Frostburg, for a report of a disturbance involving a large crowd. Upon arrival, officers assisted the Frostburg City Police (FPD) with dispersing a large crowd encompassing Center Street, Stoyer Street, and Wood Street. It was determined that the crowds were overflow from parties at Wood Street and Center Street. Officers stood by in the area until the crowd left.

10/30/16 Disturbance: Officers patrolling Alley 33, Frostburg, observed a large group of people leaving a party at the rear of a Center Street residence. They observed approximately 20 subjects, in the alley, facing off and holding each other back. Upon activating the police lights, the crowd dispersed in opposite directions. Officers maintained a presence in the area, but no other issues were encountered.

10/30/16 Check on Well-Being: FSU Parent requested officer’s check on the well-being of their daughter who resides at Simpson Hall. Officers made contact with the student via cell phone who advised that she was alright and would make contact with her mother.

10/31/16 Destruction of Property:  An FSU Housekeeper reported she parked her vehicle in the Annapolis parking lot and discovered a substantial amount of nails throughout the entire parking space, damaging the rear & front passenger side tires of her vehicle. Officers reviewed the surveillance video and observed a possible suspect near where the victim parked her car. The investigation is continuing.

10/31/16 Knock & Talk: Officers conducted a Knock & Talk with the residents at a Maple Street residence, and at the FSU Chesapeake Dining Hall.

10/31/16 Information: Officers were notified by a male student who advised he was inside the men’s locker room area at the Cordt’s PE Center, when he was approached by an unknown male who touched his upper arms and said “my you have big arms”. The complainant advised that the unknown male then made a sexual comment.  A check of the building’s security surveillance video was reviewed that shows a subject matching the description of the unknown male. The subject has been identified the incident has been turned over to the Title IX Office as no crime occurred, however the conduct violates University Policy.

11/1/16 Information: A FSU student reported an unknown person had contacted her by phone and threatened the life of her father if she contacted the police. The student immediately contacted her father by phone and found that he was alright. This scam is occurring at universities and colleges across the country. An emergency notification has been sent to the FSU campus community to be aware. Case referred to C3I.
