Crime Line 2/26 – 3/5

02/26/2019 Crime Prevention – Officers conducted a Civilian Response to Active Shooter Events training at the Appalachian Environmental Lab.  The presentation was attended by 27 people.

 

02/26/2019 Traffic Stop – While an officer was working a school crossing detail he observed a vehicle traveling at what appeared to be an accelerated speed.  There was a pedestrian in the crosswalk crossing in front of a bus when the driver drove through the crosswalk without attempting to stop or yield right of way to the pedestrian.  A traffic stop was initiated and the driver was issued a citation for failure to yield to pedestrian.   

 

02/26/2019 Hit and Run – An FSU student contacted headquarters to request to speak to an officer in regards to a hit and run accident that occurred on 02/25/2019 in the Edgewood Commons parking lot.  After speaking with an officer the Ocularis Security camera was reviewed to reveal that no vehicle had struck the subjects vehicle.  The case is suspended until further information be obtained.

 

02/27/2019 Traffic Accident –Officers responded to University Drive in reference to a traffic accident complaint.  FSU Accident Information Forms were completed and issued to each.  Both vehicles were towed from the location.  1 citation for Failure to Yield Right of Way on Left Turn (Contributing to Accident) Citation was issued.

 

02/27/2019 Traffic Accident   – Officers were contacted to Headquarters regarding a traffic accident that happened in the Edgewood Lot.  Complainant advised that while he was parking he struck a parked vehicle.  Insurance information was exchanged. A review of video surveillance footage was completed. An FSU Motor Vehicle Collision Information Exchange Form was completed and provided to both drivers.

 

02/27/2019 Request for Officer – Personnel at Ort Library are requesting officers be present for closing at 2345 house as there are 1 female and 2 males giving library staff a difficult time regarding leaving.  The past 3 nights the students have hidden at closing time.

 

02/27/2019 Animal Complaint – Caller advised of a black, white and brown dog with a red collar running along College Ave @ Old Main.  Contact was attempted however the dog ran and Officers lost sight.   

 

02/27/2019 Check On Well Being- Officers were dispatched to check on a student who had allegedly consumed an unknown amount of prescription medication and made statements to the complainant which caused them to fear for their safety.  A BOLO was issued for the subject’s vehicle.  Officers responded to State Street Lot and located the vehicle and the student.  Allegany County EMS transported the subject to WMRMC to speak to a crisis counselor and be monitored for adverse reactions to the medication.  Notification was sent to CAPS.

 

02/27/2019 Medical Emergency – Officers responded for a subject passed out.  Upon arrival the subject was sitting in a chair and had received bad news of a family member which caused a panic attack.  EMS responded to check on the subject.

 

02/28/2019 Animal Control –Tan boxer mix dog running around the VA Center and Center Street. FPD Contacted. Unable to locate dog.

 

02/28/2019 Traffic Stop – South Bound University Drive at practice fields a driver was issued a SERO for no front plates, earbuds in both ears and driver’s side brake light not working.

 

02/28/2019 Traffic Stop – College Ave. @ Wood Street. As the driver passed the officer, observed was the driver holding a cell phone.  Driver was issued written warnings for utilizing a cell phone and failure to display a vehicle registration.

 

02/28/2019 Traffic Stop – University Drive. As the driver approached the officers’ vehicle, the driver failed to dim his high beam headlights.  One warning was issued for failure to dim headlights to approaching vehicle. 

 

02/28/2019 Traffic Stop – Braddock Road – Traffic Stop initiated on a vehicle that was not displaying a rear registration plate.  The driver was issued a written warning for failure to attach vehicle registration plated at front and rear.

 

03/01/2019 Medical Emergency – Officers responded for a subject with chest pains requesting an ambulance.    Subject transported to WMRMC.

 

03/01/2019 Parking Complaint – CAPS reported staff parking spaces taken by students.  Four (4) citations issued.

 

03/01/2019 Harassment – Subject notified HQ regarding a recording made by an individual without her knowledge.  Issue between the two subjects was over borrowed money ($8.00).  Money is repaid, the subject was notified and advised to delete recording and to cease contact with the individual.  Judicial referral to be completed.

 

03/02/2019 Assist Other Agency – Officers assisted FPD on Wood Street a MVC involving the FPD vehicle.  It was verified there were no injuries.

 

03/02/2019 CDS – While on patrol a traffic stop was conducted in Framptom Lot due to excessive speed.  While speaking with the driver a strong odor of burnt marijuana was emitting from the vehicle.  As a result of the stop the subject was issued an ETIX warning for speed greater than reasonable.  One citation was issued for possession of marijuana.  A Judicial referral has been submitted.

 

03/03/2019 Check On Well Being – While patrolling in a residence Hall, officers responded to check on a subject in the building.  Upon entering the room, subject was having a difficult time breathing and advised medicine was just taken and needed a few minutes for it to take effect.  After a few minutes the subject was feeling better.

 

03/03/2019 Medical Emergency Officers were notified by 911 that a subject had fallen in Annapolis Hall with a possible leg fracture.  The subject stated they had fallen on the ice.  EMS transported the individual to WMRMC.

 

03/04/2019 Community Policing – Officers spoke to subject at Brady Health in regards to an active shooter training event taking place over the spring break.

 

03/04/2019 Parking Complaint – Cumberland Lot – 1 citation issued for vehicle parked in the CAPS visitor spaces.

 

03/04/2019 Extortion – Subject came to headquarters to report being harassed by an unknown person via texts on her phone.  Subject advised the harassment stated months ago.  After speaking to the complainant and receiving details. C3I was contacted due to the nature of the case.  The case has been referred.

 

03/04/2019 Medical Emergency – Officers responded to for a subject that wanted to go to the hospital. Subject was transported to WMRMC by ambulance.

 

03/04/2019 Alarm – Headquarters received notification from Allegany County Dispatch they received a burglar alarm at S.E.R.F in the garage area.  Upon arrival, the alarm indicated motion alarm activation.  A foot patrol was conducted.  The building was clear.

 

03/04/2019 Request for Officer – Officers responded to Edgewood for a possible disturbance.  As a result of the investigation a judicial board referral was submitted.

 

03/05/2019 Request for Officer – Housekeeping requested an officer to assist in removing students in the CCIT Building after hours.  Students all made their way to the 24 hour lab.

 

03/05/2019 Traffic Stop – Hill Street / Oak Street. Warning issued for failure to stop at stop sign.

 

03/05/2019 Parking Enforcement – Student’s illegally using handicap placards.  2 Citations issued and both placards confiscated.

 

03/05/2019 Traffic Stop – Repair order issued for equipment violation.

 

03/05/2019 Obstruct Investigation – An attempt to locate was issued for a 16 year old female who was believed to be with an FSU student.  Officers patrolled the dorms, speaking with RA’s in an effort to locate the 16 year old and the FSU student.  The female was subsequently located on campus.  Report submitted to Student Affairs for review and a J-Board Referral was submitted.

 

03/05/2019 Alarm – Officers responded to Appalachian Lab for Unauthorized Entry.  Cameras reviewed and a subject was observed leaving the building through the front doors.  Officers cleared

 

03/05/2019 CDS – Officers responded to Edgewood for an odor of CDS. As a result of the investigation no smell was detected nor was paraphernalia found.
