03/27/2019 Traffic Stop Center @ College Avenue – Warnings issued for cell phone use and seat belt violation.

 

03/27/2019 Traffic Stop – PE Lot – Warning issued for cell phone use.

 

03/27/2019 Parking Enforcement – Susan Eisel Drive – 1 violation, Annapolis Lot – 3 violations, Framptom – 2 Student violations.

 

03/27/2019 Traffic Stop –Park Avenue- Officer observed the operator to be wearing headphones while driving however upon contacting the driver, the headset he was wearing did not cover both ears, only the right ear.  The operator advised it was a headset for his phone, which he was not holding.  No violation was issued and driver was free to go.

 

03/28/2019 Alarm – Officers responded to Westminster Hall for an active alarm on a control panel.  Alarm was reset.

 

3/28/19 Warrant Service for ACSO – After conducting a traffic stop at the intersection of Bowery Street and Oak Street, a warrant check was run on the driver.  The subject was wanted through Allegany County Sheriff’s Office for failure to appear.  The subject was taken into custody without incident and transported to District Court.  Subject was released upon his own recognizance and was transported back to Frostburg. Subject is a non-student.

 

03/29/2019 Noise Complainant – Caller advised of noise coming from outside Gray Hall.  Officers indicated noise was coming from intoxicated individuals awaiting for Safe Ride near a bar.  FPD was notified.

 

03/29/2019 Parking Enforcement – Annapolis Lot, 3 citations.

 

03/29/2019 Request for Officer – Subject came into headquarters to report a phishing scam in which personal information was given out over the phone.  Investigation is open at this time in case the complainant has any identity issued related to this incident.

 

 03/29/2019 CDS – While conducting a traffic stop on College / Bowery Street, the officer could smell an odor or raw marijuana emitting from the passengers area of the vehicle.  A search was conducted with negative results.  The driver had stated she had smoked marijuana in the vehicle several days ago.  She was issued a warning for failure to stop at a posted stop sign.

 

 03/29/2019 CDS – While patrolling at the intersection of Bowery and College Ave, officers observed the driver was talking on a cell phone while the vehicle was in motion.  Upon approaching the driver’s side window a strong odor of marijuana was detected.  A vehicle search was conducted with positive results.  Three citations were issued: possession of marijuana less than 10 grams, using hand held cell phone while vehicle is in motion, driving without license.

 

03/29/2019 Knock and Talk – Beall Street – Spoke to subjects on their porch about open containers, underage drinking, no public urination, and loud music.

 

03/29/2019 Noise Complaint – Diehl Hall – Officers made contact with subject and advised him to keep music down.

 

03/29/2019 Assist other Agency – Subject arrived at FSU Headquarters to report an assault, FPD was contacted as the assault occurred on Bowery Street and FPD responded to handle the incident.

 

03/29/2019 Damage to Property – Driver of the I-Pool vehicle #6 reported hitting a raccoon.  Damage to passenger side of the front fender.

 

03/30/2019 Assist Other Agency – Assisted FPD and ACSO with a disturbance at University Park Apartments.

 

03/30/2019 Disturbance – Officers responded to Annapolis Hall for a disturbance between two females.  One female was gone upon arrival, negative contact was made with the individual.  The female with whom contact was made was advised to avoid contact with the other female.

 

03/30/2019 Assist Other Agency – While on another call at Annapolis Hall, a female subject contacted an officer and advised she was the victim of an assault.   After speaking with the individual she advised the incident occurred the prior evening, off campus.  Frostburg City Police was then contacted and met with the female at FSU Headquarters.

 

03/30/2019 CDS Intel – Possible CDS near Edgewood – Officers responded and a foot patrol was conducted.  Nothing found

 

03/30/2019 Alarm – Annapolis Hall – RA reported a supervisory alarm on the hall office fire panel.  Tour Engineer was notified.

 

03/31/2019 CDS – Officer responded to Sowers Hall for a possible odor of CDS. Upon arrival a strong odor could be detected.  A Foot patrol was conducted however, there was no evidence of smoking found.   Officers did make contact with a subject who was burning a candle.  The subject was advised to extinguish the candle.  RA’s were notified.

 

04/01/2019 Alarm – Appalachian Lab Room 239 L2 Fuel Alarm activated. Maintenance personnel were advised.

   

04/01/2019 Request for Officer – A student came into headquarters to report his parking permit was stolen from his vehicle while parked in Center Street Lot.  Ocularis system was checked however no camera appeared to be covering that area. A new permit was issued.

 

04/01/2019 CDS – While conducting a traffic stop on University Drive, an odor of marijuana was detected emitting from the vehicle.  Vapor oils were confiscated for evidence and a citation was issued to the subject for failing to wear a seatbelt.  J-Board was sent.

 

04/01/2019 CDS – While conducting a traffic stop for driver not restrained by a safety belt, the officer detected an odor of burnt marijuana.  A probable cause search was conducted. A very small amount of marijuana was found.  An E-tix warning was issued for failing to display license upon demand and failure to display registration card on demand.  1 citation was issued for failure to operator to be restrained by seal belt.

 

04/02/2019 Parking Enforcement – Cumberland Lot – 2 parking citations issued

 

04/02/2019 CDS – While patrolling at the intersection of College Avenue and Bowery Street, an officer observed a driver using a handheld device with his hands while the vehicle was in motion.  Upon approaching the driver’s side window, a strong odor of marijuana was emitting from the inside of the vehicle.  As a result of the stop, the driver a former FSU student, was transported to Allegany County District Court Commissioner on CDS charges and was released on his own recognizance.

 

04/02/2019 Traffic Accident – Two vehicles involved in a rear end type collision on University Drive near Edgewood.  No injuries reported.

 

Summary period includes 173 calls for service and 31 traffic stops
