Crime Line 3/30 – 4/7

3/30/16 Drug Law Violation: Officers responded to the 2nd floor in Gray Hall for a complaint of CDS activity. It had appeared that someone unknown had opened the windows and smoke marijuana in the lounge area and then left. A neighborhood canvas was conducted with negative results.

3/30/16 Request for Officer: Officers were dispatched to the Outtakes store in Chesapeake Hall for a report of a possible assault in progress.  Investigation revealed that no physical altercation had occurred.  A judicial board referral was submitted.

3/30/2016 Request for Officer: Caller reported a white convertible with a subject inside possibly smoking marijuana in the lower quad area. Officers responded to the area and checked all the residence halls and parking lots, but were unable to locate any problems

3/31/16 Theft: An Allen Hall student reported a male student stole 5 dollars that belonged to her, from a mutual friend’s room in Allen Hall. The investigation is continuing.

3/31/16 Request for Officer: Officers responded to the practice gym in the Cordt’s P.E. Building at the request of the Building Manager.  Officers entered the gym and noticed approx. 25 students playing basketball. They were asked for ID and approx. 15 students were from Allegany College who were then asked to leave. No further police action taken.

3/31/16 Liquor Law Violation: The PE Center Building Manager reported an intoxicated subject causing a disturbance. Student was identified to be a resident of Edgewood Commons. Judicial Board Referral submitted.

3/31/16 Disturbance: Officers on assignment working the Lil Uzi Very Concert in the Lane Center, observed a male subject, talking to a CSC Security Officer. While the subject was speaking to the security officer, two FSUPD Officers detected a strong odor of an alcoholic beverage emitting from his person. Since the subject was in an intoxicated state, he was directed to the exterior door and told he needed to leave by security staff. The student was referred to the University Judicial Board System.

3/31/16 Knock & Talk: Officers spoke with to individuals at a Center Street residence regarding standing in the middle of the street and shouting at people as they pass by.

3/31/16 Knock & Talk: Officers spoke with the doorman and manager at Hi-Way Pizza, E. College Ave., Frostburg, regarding underage drinking.

4/1/16 Assist Other Agency: Officers responded Bobcat Court to assist Frostburg City with a noise complaint. Officers provided back up for Frostburg City Police.

4/1/16 Disturbance: Officers on duty in the Lane Center for the Lil Uzi Vert Concert were alerted to the security personnel at the front of the stage needing assistance. At this time FSUP Officers along with Allegany County Sheriff’s Office responded inside the ARMAH and reported to the front of the Stage. Once officers were by the front of the stage, they made contact with the CSC Security Supervisor who advised the students were pushing on the barricades and causing his CSC Staff to be pinned between the barricades and the stage. At this time all three officers reported to the front of the stage top, attempting to push the barricades back and free CSC Staff. Due to the rowdiness of the student crowd, officers requested more officers to respond to the front of the stage in order to assist. At this time additional FSUPD Officers along with Frostburg City Police and two additional ACSO Deputies responded to assist. When all the officers were in place, they were able to push the barricades back and create a buffer zone between the crowd and the stage. For the next 30 minutes all officers had to stand in place constantly pushing and holding the barricades in place. During this time officers continued pushing the barricades in order to keep them from crashing against the stage and pinning the security personnel in place. When the event was over, they observed multiple metal barricades had been bent and destroyed by the students pushing toward the stage and officers and security personnel pushing back.

4/1/16 Assist Other Agency: Officers responded to Wood St. to assist Frostburg City Police with a noise complaint. Officers provided back up for Frostburg City Police.

4/1/16 Traffic Arrest: Officers on patrol on E. College Ave., Frostburg, observed a vehicle being operated with no lights on. A traffic stop was initiated. The driver was issued a written warning for the headlight violation and one citation for driving on a suspended license.

4/1/16 Open Container: While patrolling on Beall St. officers issued two civil citations for possession/consumption of an alcoholic beverage in a public place.

4/1/16 Public Urination: While patrolling on Bowery St. issued a civil citation for urinating in the view of the public.

4/2/16 Assist Other Agency: FSUPD officers assisted Frostburg City Police at Bowery Street for a noise complaint. FPD issued one noise violation citation and the party was dispersed.

4/2/16 Assist Other Agency: Officers responded to Broadway St., Frostburg, to assist the Frostburg City Police with a disturbance. Upon arrival, subjects were gone on arrival.

4/2/16 Assist Other Agency: Officers observed a very large party which was spilling out into the street on Wood Street. Frostburg City Police were already on the scene monitoring the party from the top of Wood Street. While in the area, officers observed several females become engaged in a heated verbal altercation.  Officers exited their vehicles and began moving toward the growing crowd and were able to disperse the subjects without incident. The residents of were advised to control their party.

4/2/16 Assist Other Agency: Officers were dispatched to a disturbance in the area of the 142-157 block of Wood Street, at the request of Frostburg City Police (FPD). Officers had just cleared the area several minutes before from a previous disturbance. FSUPD Officers, in addition to officers from Frostburg City Police (FPD), Allegany County Sheriff’s Office (ACSO), Maryland State Police (MSP), and Cumberland City Police (CPD) responded to the area. Officers stood by in the area until the crowd of several hundred people dispersed. Officers broke up several verbal altercations while on scene. Most involved subjects were clear of the area around 0200 hours, at which time all units cleared. Units patrolled the area with negative results for any further disturbances.

4/2/16 Damage to Property: Frederick Hall Resident Assistant reported a broken window on the 6th floor. Upon arrival, officers observed the window in the door to be broken. The RA stated that she had already placed a worked order to have the window fixed.

4/2/16 Assist Other Agency: Officers were dispatched to Center Street, Frostburg to assist the Frostburg City Police for report of possible gunshots. Upon arrival, officers patrolled the area, but were unable to observe any evidence of gunfire. FPD and FSUPD units conducted foot and vehicle patrols of the area for approximately 20 minutes. Officers did located evidence of firecrackers while canvasing the area.

4/3/16 Drug Law Violation:  Officers responded to Sowers Hall to meet with RA who reported possible CDS in the bathroom area. Upon arrival, officers met with the RA who stated she located some marijuana “shake” on the sink area. Due to the very small amount of “shake” officers disposed of it.

 

4/4/16 Traffic Arrest: Officers monitoring traffic at the intersection of Center St. and Oak St., noticed a vehicle traveling north on Center St. As the vehicle passed, officers noticed the driver texting on a cell phone. The driver was issued a traffic citation for driver using handheld telephone while vehicle is in motion, and driving without a valid driver’s license.

 

4/4/16 Knock & Talk: Officers contacted the business of Byrnesies Sand Lot, located at 202 Center St., and spoke with the establishment’s bartender. Topics that were discussed were if they were having any problems/incidents involving FSU students, any vandalism and noise complaints.

 

4/4/16 Request for Officer: Allen Hall RA reported a CDS odor on the first floor. Upon arrival, officers checked the area and did not detect an odor of CDS. 

4/4/16 Request for Officer: Allen Hall RA requested officers responded to the 2nd floor for a CDS complaint. Upon arrival, officers checked the area and found no smell of marijuana present.

4/4/16 Destruction of Property: Officers responded to Frederick Hall for a destruction of property complaint. Upon arrival, officers made their way to the 6th floor, west side hallway door, and observed the glass in the door appeared to be smashed with a blunt object. The glass has wire in it which prevented the glass from shattering. Photos were taken of the damage. Officers spoke with the RA on duty who stated they noticed the damage earlier in the day and completed a work order to have the glass replaced.

4/4/16 Drug Law Violation: Officers responded to Simpson Hall, for a CDS complaint.  As a result of the investigation a judicial board referral was made.

4/5/16 Notification: A Chartwell employee reported a student cursed at him and another employee due to the card reader in Appalachian station not working.  Student will be referred to the Judicial Board as soon as his identity is obtained.

4/5/16 Theft: Student reported his wallet had been stolen from his vehicle while parked in the Center Street Lot. The investigation is continuing.

4/5/16 Request for Officer: Officers responded to the Diehl parking lot near the loading dock of the Performing Arts Center for a found property complaint. Officers located a black Glendale bicycle in the grass just to the west of the loading dock. Officers retrieved the bicycle and transport it to the FSUPD lost & found.

4/5/16 Skateboard Complaint: Officers made contact with a male subject who was skateboarding down the middle of University Drive. Subject was stopped and advised that skateboarding is not permitted on campus.

4/5/16 Assist Other Agency: Officers responded to the Food Lion Store in Frostburg for a report of a robbery. Upon arrival, officers met with the victim who stated while shopping in Food Lion she noticed a male following her through the store. As she turned to get something from a shelf the male ran up behind her and grabbed her wallet, prior to running out of the store.  Maryland State Police arrived on scene and handled the investigation. No further police action taken by this agency.

4/5/16 Suspicious: Lane Center employee reported an individual inside the building was acting in a suspicious manner and was wearing a large backpack. Officers were able to locate the individual and identified him as an FSU student. The student advised he was just getting something to eat and did not mean to make anyone uncomfortable. He advised he is an international student earning his Master’s Degree at FSU.

4/5/16 Drug Law Violation: Officers responded to Edgewood Commons for a CDS complaint. As a result of the investigation a judicial board referral was submitted.

4/7/16 Assist Other Agency: Officers responded to Bobcat Court, with Frostburg City Police for a noise complaint. Upon arrival, no noise was heard from 50 feet away. Frostburg City Police made contact with a male resident who advised no one else was in the apt.
