Crime Line 4/23/14 – 4/29/14

4/23/14 Request for Officer: Officers responded to Frederick Hall, for a CDS complaint. Upon arrival, contact was made with the residents of the room. A check of the residence determined there was no evidence of CDS. Resident Assistant notified.

 

4/24/14 Noise Complaint: Officers were dispatched to the third floor of Cumberland Hall, for a noise complaint. Caller reported people were yelling out of a third floor window of Cumberland Hall. Officers were unable to locate the subjects or detect any type of loud noise.

 

4/24/14 Suspicious: Student reported an older male subject, tall, bald, wearing all black, was smoking a cigarette and “looks like he doesn’t belong here.” Officers responded to the rear of Annapolis Hall and located an employee of Chesapeake Hall, who fit the description provided by the caller. After confirming this subject was an employee of Chesapeake Hall and not wanted, officers cleared the scene.

 

4/24/14 Fire Alarm: Officers responded to the Appalachian Lab, 301 Braddock Road, for fire alarm activation. Contact was made with the building manager who advised the alarm was being tested. No further action taken.

 

4/24/14 TIPS:  University Police were contacted through the FSU’s tip line reporting a girl was being excessively loud on her phone in the area of the Bobcat apartments. The caller advised this has been going on for the past hour. Frostburg City Police were notified.

 

4/24/14 Request for Officer: Officers responded to the Edgewood parking lot for a report of a damaged car window. Upon arrival, officers met with the complainant, who advised that another student had told the Resident Assistant that while she was walking through the parking lot she heard something strike the window of his vehicle. The complainant advised that he located a golf ball just inside the window. Officers observed that the rear driver’s side window on a 2006 Subaru was shattered and had an approximately twelve inch hole. Officers checked the parking lot and did not observe any other damaged vehicles. The golf ball appeared to have come from the upper practice fields. Officers checked the area for anyone driving golf balls, and were unable to locate anyone.

 

4/24/14 Alarm:  Officers responded to the Appalachian Lab, 301 Braddock Road, for an automated security alarm reporting an “unauthorized entry.”  Officers responded and determined the alarm to be unfounded.

 

4/24/14 TIPS: University Police received an excessive noise complaint at Hi-Way Pizza, located on E. College Ave., through the TIPS line. Frostburg City Police were notified, prompting a response by both agencies. Officers responded to assist with the complaint and upon arrival, it was learned that FPD officers had already informed business employees of the complaint. The employees decided to close the business and have all patrons exit the establishment. Officers of both agencies stood by until all patrons dispersed the area. One subject was cited by Frostburg City Police for underage possession of alcohol, after the subject was observed leaving the establishment with alcohol.

4/24/14 Noise Complaint: Officers responded to Edgewood Commons, for a noise complaint on tow occasions. During both complaints, officers checked the immediate area but were unable to locate any excessive noise.

 

4/25/14 Assist Other Agency:  Officers assisted the Frostburg City Police with a traffic stop in the parking lot of the Seven-11 parking lot, Main Street, Frostburg. The traffic stop resulted in the arrest of one individual for CDS.

 

4/25/14 Knock and Talk: Officers spoke with several students at the residence on Center Street on safety and underage drinking.

 

4/25/14 Knock & Talk: Officers spoke with a group of seven students on Maple Street about loud music and safety.

 

4/25/14 Assist Other Agency: Officers assisted Frostburg City Police with an intoxicated pedestrian on E. College Ave. at Alley 32. During the investigation, it was learned that the subject was intoxicated while being under the age of 21 years. Subject was issued a civil citation for underage consumption by Frostburg City Police.

 

4/25/14 Knock & Talk: Officers spoke with ten students outside on the porch of a Hill Street, Frostburg residence.

 

4/26/14 Damage to Property: Officers were dispatched to the third floor men’s bathroom of Cumberland Hall for a report of damaged property. Accidental damage to the sink was discovered and the third floor bathroom was placed out of order and a work order for the sink was submitted.

 

4/26/14 Liquor Law Violation: Officers were dispatched to the first floor lounge of Cumberland Hall for a medical emergency. Upon arrival, officers observed n extremely intoxicated female passed out on a couch in the first floor lounge.  Officers shook the individual two times in attempt to wake the subject up, she was unresponsive and had a strong odor of an alcoholic beverage emitting from her person. At that time, an ambulance was requested to respond. Due to her level of intoxication a civil citation for underage possession and consumption of an alcoholic beverage will be issued to her upon returning to campus. A Judicial referral submitted for both subjects. Resident Director on Duty notified.

 

4/26/14 Liquor Law Violation: Officers patrol traveling south on Broadway Street, observed a group of subjects standing on the side of the roadway, in front of the parking lot of 110 S. Broadway. At this time, officers observed one of the subjects, holding a red solo cup. As officers approached the subject, they observed the subject hand the cup to another subject in the group. It was determined that the red solo cup did, in fact, contain a mixed alcoholic beverage, which was confirmed by officers. Subject was issued a civil citation for underage possession/consumption of an alcoholic beverage.

4/26/14 Assist Other Agency: Officers were dispatched to Wood Street, to assist the Frostburg City Police with an arrest.

 

4/26/14 Request for Officer: Officers were dispatched to Center St. FSUPD headquarters advised the complainant was out of town and wanted to make sure there wasn’t anybody on his property having a party. Upon arrival, Frostburg City Police were on scene breaking up a nearby party. FPD were already clearing individuals off all the lawns, and were making the residents of clean up all the debris from the party. Officers did not observe any individuals in either the front or rear of the complainant’s house.

 

4/26/14 Assist Other Agency: Officers assisted Frostburg City Police with an open container violation on the corner of College Ave. and Center St. Upon arrival, officers observed 6 individuals sitting on the concrete wall at the corner of College Ave. and Center St. one subject became disorderly. He was yelling loudly, and cursing at officers. At that time, Frostburg City officers placed the individual under arrest and transported him to Frostburg City Police headquarters.

 

4/26/14 Noise Complaint: Officers responded to a noise compliant at Edgewood Commons. Upon arrival, officers could hear music being played loudly within a residence. Subject was advised to keep the music down, and complied. No further police action taken at this time.

4/27/2014 Assist Other Agency: Officers assisted the Frostburg City Police with a noise complaint on Bowery Street. No police action taken by this agency.

 

4/28/14 Drug Law Violation:  Officers responded to Allen Hall, for a CDS complaint. Upon arrival, officers detected a strong odor of marijuana in the hallway. A search was conducted of a student’s room with negative results. Judicial Board referral submitted. Resident Director on Duty notified.

 

4/28/14 Traffic Accident: Student reported he had struck another vehicle while backing out of a parking space in Chesapeake Lot. No injuries reported.

 

4/28/14 TIPS: A call was received through the FSU’s tip line reporting a noise complaint at Bobcat Court, Frostburg City Police were notified.

 

4/28/14 Drug Law Violation: Officers responded to Cumberland Hall for an odor of possible CDS Marijuana emitting from a person in a room. Investigation revealed drug paraphernalia, and a judicial referral.

 

4/29/14 Assist Other Agency: Officers assisted the C3I task force along with Frostburg City Police with a search warrant on Bowery St, Frostburg.

4/29/14 Assist Other Agency: Officers assisted the C3IN Task Force along with Frostburg City Police and the Cumberland City Police SERT team on Welsh Hill, the C3IN Task Force had a search warrant for this location. University Officers maintained security outside the apartment complex. No further police action taken by this agency. The suspects inside of 191 Welsh Hill Apt. 45 were not FSU students.
