Crime Line 4/3 – 4/9

04/03/2019 Parking Complaint:  Brady Health reported students parking in the Brady Lot.  Officers responded, 2 warnings issued

 

04/03/2019 Crime Prevention:  Officers spoke to several individuals on College Ave about the city’s municipal codes and violations.

 

04/03/2019 Damage to Property:  Officers responded to Lowndes Parking Lot for damage to both front and rear driver’s side doors on a vehicle.  It appeared that someone had opened another car door into the doors.  A review of the Ocularis Camera System revealed a gold Toyota Camry suspect vehicle.  A check of all lots on campus for the vehicle was conducted with negative results.    Officers will follow up.

 

04/03/2019 Traffic Accident: Officers responded to headquarters to speak with a subject regarding a traffic accident that happened in Guild Lot.  Subject advised there were no injuries and some information was exchanged with the other driver. However, no insurance information was exchanged.  Officers located the vehicle in question in the State Street Lot and contacted the individual.  Information exchange form was completed.  A copy was given to one of the individuals and the other individual involved in the accident will pick up his copy at Headquarters when he is back on campus.

 

04/4/19 Trespassing: Officers investigated a report of a former student who was trespassed from FSU that was seen in Dunkle Hall. Investigation revealed the subject is currently in Salisbury Maryland and was not on campus. Complainant advised the subject looked like him but may not have been.  Officers were unable to locate anyone on the Ocularis Reporting System that matched the subject or the clothing the complainant described.

 

04/4/19 Request For Officer: Officers assisted the Safe Ride driver with the van that was disabled.

 

4/5/19 Destruction of Property: Officers responded to the basement lounge area of Diehl Hall for a destruction of property complaint. Investigation revealed the vending machine was damaged and unknown person/persons took most of the product in the machine. Photographs were taken of the damage. A view of the surveillance footage revealed negative results for suspect/suspects leaving the area. Bittner Vending Company was notified and will be responding.

 

 

4/6/19 Disturbance: Officers heard loud yelling coming from a Center St location, Frostburg. They also heard a female yell “stop”. Contact was made with a male & female student who advised that another male student had tried to grab the female and her boyfriend become angered over it. They said no physical altercation had occurred. At this time additional FSUPD units arrived on scene.  All subjects involved stated that there was no physical altercation and that they would separate for the night. Copy of this report sent to Student Affairs and to the office of Title IX.

 

4/6/19 Assist Other Agency:  Officers assisted the Frostburg City Police with a traffic stop at E. College Avenue & Center Street, Frostburg.

 

4/6/19 Assist Other Agency:  Officers assisted the Allegany County Animal Control office with a stray dog reported at a Welsh Hill, Frostburg residence.

 

4/6/19 Assist Other Agency: Officers assisted the Frostburg City Police at a Spring Street residence with a potential suicidal subject. Subject is not a student. No further action taken by this agency.

 

4/6/19 Knock & Talk: Officers spoke with several individuals at a Bowery Street residence about open containers and underage drinking.

 

4/6/19 Assist Other Agency: Officers responded to the Seven Eleven Convenience Store to assist Frostburg City Police with a domestic. FCP investigated the incident and it determined it was verbal only and no physical altercation took place. No police action was taken by this department. Involved were non-students.

 

4/7/19 Knock & Talk: Officers spoke with students about underage drinking at the residence at Park St. and Alley 52, Frostburg.

 

4/7/19 Open Container:  Officers observed a male subject walking east on the sidewalk in front of an E. College Avenue address carrying a small plastic cup; suspected alcohol. The subject was walking away from Hi-Way Pizza, an establishment that serves alcohol. Contact was made with the subject who stated he just left Hi-Way Pizza and that his drink did in fact contain alcohol, specifically ‘Jack and Coke.’ Subject was identified to be (24) years of age, a non-student, and was issued a citation for Possession/Consumption of an alcoholic beverage in a public place.

 

 

4/7/19 Noise Complaint: Officers were dispatched to the 2nd floor of Westminster Hall for a noise complaint. Upon arrival, officers could  hear voices and loud music coming from a specific room. Contact was made with the occupants inside of the room who were advised them that they needed to quiet down. Occupants were very cooperative and agreed to quiet down. Report referred to Student Affairs.

 

4/7/19 Assist Other Agency:  FSUPD and Frostburg City Police were dispatched to the area of a Bowery Street residence for a large fight-in-progress in the street. Upon arrival, contact was made with three individuals, later identified as FSU students. While speaking with the subjects, officers noticed one male subjects to have an abrasion on his left elbow and the other male had a small abrasion on the left side of his head near his ear. Both subjects refused medical treatment. According to both subjects, they began to horseplay in the street, as they had not seen each other for the past ten years. They believed a resident of Bowery Street misinterpreted their horseplay for a street fight and called the police. While on the scene, no one present admitted to being the victim of an assault.

 

4/7/19 Assist Other Agency:  FSUPD and Frostburg City Police responded to Beall Street residence for an individual that fell from a second floor window of the residence. Upon arrival, officers spoke with a resident who stated he was in the residence when the victim fell from the window, but did not witness the fall. He then escorted this officer to the north side of the residence where the fall took place. The window was opened and there was no other debris, etc. on the ground in the area where the victim landed. It should be noted the witness was under the influence of alcohol while speaking with the officers. It was later learned that the victim was sitting on the window sill of the upstairs apartment, who was also under the influence of alcohol, leaned back and fell backwards out of the window. It was reported that there was no screen in the window at the time of the fall. The Allegany County Ambulance Service arrived on the scene and transported the victim to the Western Maryland Regional Medical Center for her injuries. Based on various interviews of individuals on the scene, it was determined that there was no foul play involved in the incident. All parties involved are FSU students. FSU Media Relations was notified and advised of the incident.

 

04/8/19 Information/Crime Prevention:  FSU Assistant Director of Student Activities advised she had been approached by a concerned citizen regarding a party which was held at an off-campus location in Frostburg on Saturday 4/6/19. She advised that the party was hosted by members of an on-campus fraternity, Tau Kappa Epsilon (TKE), and was attended by members of on-campus sorority Delta Zeta (DZ). She advised that the party in question was not approved. It was reported there were two kegs of alcoholic beverages and that females were told that they could only consume from one of the kegs, and were not permitted to consume from the one that the hosts were drinking from. She advised that several of the members of the sorority had reportedly stated that they were having memory lapses from that night. Due to the information provided, the Title IX Office was notified. A meeting was held and Officers spoke with the sorority members about the incident and the prevention of alcohol-related sexual assault and tainted drink prevention.

 

04/8/19 Parking Complaint: Caller reported an illegal parked car was at the loading dock near the training room. Officer responded and did not locate any vehicles parked illegally around the building.

 

04/09/2019 Parking Enforcement:  Annapolis Lot – 1 citation issued.

 

04/09/2019 Damage to Property:  Subject reported to University Police that in the lower passenger side windshield area, she noticed a crack.  Officers reviewed the Ocularis System. There is no evidence on the video where another vehicle came close to striking her vehicle.  Case suspended pending further developments in any leads and suspects.

 

04/09/2019 Request for Officer:  Officers responded to Frederick Hall for an odor of CDS.  Upon arrival, there was no odor.

 

04/09/2019  CDS:  Officers responded ton Allen Hall for an odor of CDS. As officers entered the basement area an odor was present.  A walk through was conducted up to the first floor where the odor dissipated.  The odor could not be pinpointed.

 

04/09/2019 CDS:  Gray Hall – Upon arrival there was a faint odor in the hallway and at a door frame of a student.  Subject advised officers they could enter.  Male student advised two of his friends had smoked off campus and the odor was on his clothes.  There was no indication that he had smoked in the room.  Judicial board referral was sent.

 

Summary period includes 93 calls for service and 60 traffic stops
