Crime Line 9/16 – 9/22
9/16/15 Drug Law Violation: Officers responded to Diehl Hall for a report of an odor of marijuana. Upon arrival, contact was made with the Resident Assistants who advised that while they were conducting rounds, they detected an odor of marijuana in the hallway. Officers responded to the area and could detect a very strong odor of marijuana in the hallway. Upon making contact with a resident, when opening the door, they observed a large amount of white smoke within the residence and detected an extremely strong odor of marijuana emitting from within the room. Upon entering the residence, officers made contact with three other male subjects who stated they were just hanging out. When asked for them to be honest, and to explain why their room was full of marijuana smoke, one student advised they had been smoking. They were asked if they had any additional marijuana or contraband in the room, at which time, one student presented a bronze skull-shaped metal grinder and a clear plastic baggie containing a small amount of marijuana “shake” and stated it was his. The male subjects advised they smoked all of the marijuana before officers arrived and utilized hollowed out cigarillos to smoke it. Officers observed tobacco on the desk in the room. During the investigation, three male subjects admitted to smoking marijuana, while the other advised he did not partake, and was just in the room playing video games. Due to the small amount of marijuana “shake” that was retrieved, no civil citations for marijuana possession were issued. Resident Assistants notified. Judicial Board referral submitted.
9/17/15 TIPS: An anonymous caller reported “illegal drug activity” at a Lower Consol Road location on the FSU Tips line. Police Dispatch notified Frostburg City Police.
9/17/15 Alarm: Officers responded to the Appalachian Lab, 301 Braddock Rd., for an automatic alarm reporting unauthorized entry. Upon arrival, officers learned that an employee had held the exterior door open too long which activated the alarm. No further police action taken.
9/17/15 Knock & Talk: Officers conducted Knock & Talks at a Bowery St. location, Frostburg.
9/17/15 Fire: Officers responded to the access road to the Osborne Newman Center after receiving a report of a small fire. Upon arrival, they located the embers of a piece of cloth that was set on fire and were able to stomp out the remaining embers. Officers questioned a student who was at the rear of Annapolis Hall to inquire if he had seen who had started the fire. The student advised he did not see anyone in the area. No other police action taken.
9/17/15 Assist Other Agency: Officers responded to Hi-Way Pizza, E. College Avenue, to assist the Frostburg Police Department with a noise complaint. Frostburg City Police made contact with representatives of the establishment who had all entrance doors propped open with a DJ playing music within, causing excessive noise. As the doors were closed, there were no further problems at this time.
9/18/15 Skateboard Complaint: Officers on patrol observed two male subjects riding long boards south on University Drive. Contact was made with the subjects in the Annapolis Lot. They were advised that skateboarding is prohibited on campus. They advised that they were unfamiliar with the skateboarding regulations, etc. After obtaining all pertinent information, both subjects were released from the scene with no further action taken at this time.
9/18/15 Assist Other Agency: Officers responded to E. College Ave., to assist the Frostburg City Police with a breaking & entering complaint. Upon arrival, Frostburg City were on the scene and advised that the subjects residing at that location were unable to provide a description of the individual. Frostburg City Police is handling the investigation. No further police action from this agency.
9/18/15 Theft: A Sowers Hall student reported he left his book bag in his classroom at the CCIT building on 9/17/15 and when he returned it was missing. The book bag contained his Silver Apple MacBook Pro laptop. The student advised he made contact with his professor who advised he had not seen his book bag. Investigation continuing.
9/18/15 Attempt to Locate: Frostburg City Police requested assistance of locating a male subject last seen running toward campus on Beall St. possibly suicidal. Later, Frostburg City Police advised the subject was located. No further police action taken by this agency.
9/18/15 Destruction of Property: Officers responded to Cambridge Hall for a report of a destruction of property. Contact was made with two male students who stated they had left for dinner around 7:00pm and when they returned thirty minutes later, they observed the door jamb had been busted. It appeared that someone had pushed on the door cracking the door jamb. Contact was made with Facilities for repair of the door. Upon reviewing the surveillance cameras, officers did not observe anyone around the area. There was damage to the area around the lock. Photographs were taken. Investigation continuing.
9/18/15 Assist Other Agency: Officers were dispatched to assist the Frostburg City Police with a possible assault on Bowery St. Upon arrival, officers made contact with Frostburg City Police who advised they were looking for the involved parties. FSUPD officers observed a male subject on the front porch of a nearby residence, who was not wearing a shirt and appeared to be receiving assistance from the residents. As the male crossed the street, contact was made with him and he was observed to be bleeding from the face and head. The male subject advised he was okay, and officers asked what happened. The male advised he had been in a fight in the rear of a house on Bowery St. After obtaining the male’s identification, officers provided the information to the Frostburg City Police. FSUPD officers stood by while FPD units conducted an investigation into the incident. Officers were unable to locate the suspects in the incident, and the victim refused medical transport. No further police action taken by this agency.
9/19/15 Assist Other Agency: Officers responded to Welsh Hill to assist the Frostburg City Police with a noise complaint. Upon arrival, Frostburg City Police were on the scene making contact with the resident of the apartment. FSUPD officers stood by until the crowd from the party left the area. No other police action taken by this agency.
9/19/15 Suspicious: While conducting foot patrol of the Appalachian Festival, officers observed a male subject in the area of Lowndes Hall. For several minutes they observed the male walking around the air conditioning evaporator and looking at the lines leading from the panel box. Contact was made with the subject who advised he was a Geocacher and the prize was to be in the area he was at. He showed the same information on his phone. He said he was going to give up anyway since he couldn’t locate the prize and left the area. No further police action taken.
9/19/15 Knock & Talk: Officers spoke with the occupants of houses on Hill St. and Bowery St.
9/19/15 Assist Other Agency: Caller reported a male subject running into traffic in front of the FBar on Bowery St. Frostburg City Police were notified.
9/19/15 Request For Officer: Officers were dispatched to the Admin Circle for a report of subjects on the landscape rock causing loud noise. The complainant reported that he was worried about the safety of the subjects, as she felt they might fall from the top of the landscape rock they were sitting on due to possibly being intoxicated. Contact was made with the subjects on the rock. The group was very friendly and apologized. They advised they would keep their voices down in the future. Officers did not observe any indicators of intoxication while speaking with the group. No further action taken.
9/19/15 Notification: A FSU student reported she was receiving threats from her stepfather via text message. She advised her stepfather was not happy with her new (interracial) relationship. The student advised that her stepfather came to Frostburg State University on Tuesday September 15, 2015, and asked for the keys to the vehicle she was driving, the keys to her home and her cell phone. She stated she placed all the items inside of the vehicle as requested and that she did not have any contact with her stepfather on this date. The student was explained how to obtain a Peace Order if she felt unsafe. She stated she wanted this incident on report just in case her stepfather comes to Frostburg State University to cause trouble.
9/20/15 Open Container: Officers patrolling College Avenue at Bowery Street observed three male subjects standing on the sidewalk near the intersection beside a rolling cooler. Officers observed what appeared to be glass bottles on the ground next to the males. At that time, Frostburg City Police arrived on the scene. Contact was made with the male subjects who were asked what they were doing. Two of the males advised they were consuming “Hard Root Beer” (an alcoholic beverage), and the third advised he had consumed several beers and that he was underage. As a result of the incident, Frostburg City Police issued one civil citation for possession of an open container, and another for underage possession. FSUPD Officers issued one civil citation for possession of an open alcoholic beverage in public.
9/20/15 Request For Officer: Caller reported a group of people outside Simpson Hall making “a lot of noise”. Officers responded to the area and the subjects dispersed upon arrival.
9/20/15 Request For Officer: Caller reported loud noise at Edgewood Commons. Upon arrival, officers advised the subjects in the apartment to keep the noise level down. No further police action taken.
9/20/15 Assist Other Agency: Officers responded to Bowery St. Ext., for a fight in progress. Upon arrival, Frostburg City Police were on the scene. The disturbance was a verbal argument between an ex-boyfriend and ex-girlfriend. No police action needed from this agency.
9/20/15 Check on Well Being: A Frost Hall parent requested officers check on the well-being of his daughter. The parent advised that he had not spoken to his daughter in the past two weeks and was concerned about her well-being. Officers attempted to make contact with the student at her residence with negative results. Later, the student was located who advised she was fine and that there was nothing to worry about, and she would make contact with her parents. No further action necessary at this time.
9/21/15 Drug Law Violation: Officers conducting a patrol check of the lower quad area observed three female students at the corner of Westminster Hall. One of the female students noticed the police vehicle and dropped something on the ground. Contact was made with the subjects and officers noticed in plain view on the ground a red grinder and a multi-colored pipe. At this time, one student stated the marijuana, grinder and pipe belonged to her and that she was the only one going to smoke marijuana. At that time, all three subjects were asked to empty their pockets. One student pulled out of her sweat shirt pocket a small plastic bag containing suspected marijuana. The student was issued a civil citation for possession of marijuana less than 10 grams. Officers then confiscated the following items, one red metal grinder, one multi-color pipe used to smoke marijuana, and one small plastic baggie containing suspected marijuana.
Evidence was then packaged and placed in the he FSU evidence locker. Judicial Board Referral submitted.
9/22/15 Drug Law Violation: Officers were conducting a follow-up investigation in Cumberland Hall. When they went to contact students at a particular room, the door was opened, at which time a strong odor of marijuana was detected by officers. Contact was made with three individuals, to include residents, and one guest. The subjects were advised that officers detected the odor of marijuana in the room. One resident granted consent to search his personal belongings in the room. During the search the following items of CDS paraphernalia were located, one clear glass mason jar, containing suspected marijuana residue, one blue plastic container (with white screw on lid), containing suspected marijuana residue, one plastic ‘Fruit Barrel’ drink bottle with hollowed out ends was located on top of the desk. The bottle was filled with dryer sheets. This homemade device is commonly referred to as a ‘spoof,’ which assists a smoker with masking or hiding the odor of marijuana when smoked. In addition, one black metal container, with lid, containing a clear plastic wrapper and baggie containing suspected marijuana residue and one multi-colored wooden pipe, containing suspected marijuana residue was located. All items were seized and placed into FSUPD evidence to be destroyed. The resident was not charged with possession of paraphernalia, per FSUPD policy. He was provided with a copy of the Consent to Search and Seize form, which lists all seized items. Judicial Board Referral submitted.
9/22/15 Noise Complaint: Officers responded to Edgewood Commons for a noise complaint. Upon arrival, contact was made with three male residents, along with two female guests, who were playing a card game at the dining room table in the common area of the apartment. All individuals involved were instructed to keep the noise down, as laughing and talking loudly appeared to be the source of the complaint. Residence life staff members were advised of the complaint before clearing the call. No further action taken at this time.
9/22/15 Request For Officer: CCIT Housekeeper requested an officer for a student who would not leave. Upon arrival, officers were advised the student left without incident.
