Crime Line 9/7 – 9/14
9/7/16 Assist Other Agency: Officers responded to Mill Street, Frostburg, to assist the Frostburg Police Department with a noise complaint. Officers made contact with the renters of the property and stood by until guests dispersed the residence.
9/7/16 Assist Other Agency: Officers responded to the area E. College Avenue, Frostburg, to assist the Frostburg Police Department with a destruction of property (vehicle) complaint.
9/7/16 Assist Other Agency: Officers traveling along Center Street near the intersection of Wood Street, Frostburg observed a subject lying on the side walk; Frostburg City Police arrived and handled the incident.
9/7/16 Assist Other Agency: Officers assisted Frostburg City Police with locating a male subject who was involved in a theft from 7-11 store. Contact was made with the subject and he was issued a criminal citation for theft less than $100.00.
9/7/16 Request for Officer: Officers spoke with two students regarding threats they received through social media and via text message. Both students have recently been threatened by a non-student acquaintance who resides in Baltimore County, MD. Both students were advised that they should appear before a District Court Commissioner to obtain a peace order at their earliest convenience. A crime victim’s and witnesses rights pamphlet was given to each student and they were advised to immediately contact police if the suspect contacts them.
9/7/16 Destruction of Property: FSU student reported he parked his vehicle in the State Street parking lot, and upon return observed the vehicle to have scratches on the passenger side fender, hood, roof, trunk lid, and doors.
9/8/16 Notification: Officers were made aware of past childhood abuse involving a student. Notification was made to the Title IX Coordinator, Residence Life Office and Student Affairs. In addition, the Allegany County Department of Social Services/Child Protective Services were notified.
9/8/16 Liquor Law Violation: While patrolling Center St., Frostburg, officers noticed a male subject carrying a red Solo cup on Charles St. The subject was issued a civil citation for possession/consumption of an alcoholic beverage under 21 Y.O.A. Juvenile Services notified.
9/8/16 Knock & Talk: Knock & Talks were conducted on Bowery St., Byrnes Store & F-Bar on Center St., Frostburg.
9/9/16 Assist Other Agency: Officers assisted the C3IN Task Force with two Search Warrants on Bowery St., Frostburg. Two FSU students, will be charged with possession w/ intent to distribute cocaine, possession of cocaine & paraphernalia, possession w/intent to distribute marijuana, and possession of marijuana. Student Affairs was notified.
9/9/16 Theft: FSU Tour Engineer Supervisor reported the theft of a key. The investigation is continuing.
9/9/16 Drug Law Violation: While conducting a traffic stop on University Dr., officers noticed a strong odor of marijuana emanating from the passenger area of the vehicle. As a result of the investigation the driver was issued a traffic citation for failure to obey a traffic control device and a civil citation for possession of marijuana less than 10 grams. The passenger, identified to a juvenile, was issued a juvenile citation for possession of marijuana. A judicial board referral was submitted..
9/9/16 Hit & Run: Student reported she had witnessed a hit & run accident in the Pullen Lot. The driver of the striking vehicle was identified and issued two State of Maryland Traffic Citations for this incident. A FSUPD Accident form was completed by both drivers and insurance information was exchanged. Pictures were taken of the damage.
9/9/16 Fraud: FSU University and Student Billing Office reported they received an email on 9/7/16 through the Financial Aid Office reporting a student may have used a fraudulent loan to pay for his tuition for the fall, 2016 semester. A criminal investigation has been initiated by the Maryland State Police.
9/9/16 Assist Other Agency: Officers responded to Bowery Street, Frostburg, at the request of Frostburg City Police, for a report of a large party creating excessive noise. Frostburg City Police issued two civil citations to one resident, one for excessive noise and one for underage possession of alcohol. In addition, Frostburg City Officers issued a civil citation to another resident for excessive noise. A judicial board referral was submitted..
9/10/16 Assist Other Agency: Officers responded to Wood St., Frostburg, to assist Frostburg City Police with a disturbance of nonresidents on the porch. Upon arrival neither the complainant nor the suspects could be located. No further assistance was requested and the scene was cleared.
9/10/16 Assist Other Agency: Officers responded to Byrnsie’s Bar on Center Street at the request of Frostburg City Police, for a report of a fight in progress. Upon arrival, officers made contact with the proprietor who was standing outside with a group of patrons. She advised Frostburg City Police that no fight had occurred.
9/10/16 Liquor Law Violation: While on patrol officers observed two females walking south on Bowery Street at the intersection of Oak St., Frostburg. One of the subjects, an FSU student, was carrying a red solo cup. Contact was made with the student who confirmed the cup contained an alcoholic beverage. Subject was issued a civil citation for underage possession/consumption of an alcoholic beverage. A Judicial Board Referral was submitted.
9/10/16 Liquor Law Violation: Officers responded to Westminster Hall, room 327, in reference to a male passed out in the men’s Room. Subject was issued a civil citation for underage consumption of alcohol. A Judicial Board referral was submitted.
9/10/16 Check on Well-Being: Officers responded to Diehl Hall to check on the well-being of a male student at the request of his father. Contact was made with the student who was advised to make contact with his father.
9/10/16 Assist Other Agency: Frostburg City Police requested officers respond to Hamilton Relay, New Georges Creek Rd., to assist with a work place domestic disturbance. Officers stood-by while Frostburg City Police made contact with the male party involved, who was standing in the rear parking lot of the business. The female party had left the area prior to the arrival of police.
9/10/16 Knock & Talk: Knock & Talks were conducted at Center Street, Frostburg.
9/10/16 Suspicious: Officers were flagged down by a motorist who reported a suspicious dark colored Cadillac vehicle with New Jersey tags and a vinyl top that was parked in the Meshach Frost Village parking lot by the bottom of the hill. Officers located the vehicle parked on State Street and made contact with the driver who was an FSU student. He advised that he goes to his car to smoke cigarettes because he believed that the lot is off of FSU property. Student was advised that the vehicle was still on FSU property.
9/10/16 Assault: While patrolling on Alley 33 in a marked police vehicle, officers noticed two males urinating on the side 248 1/2 Center St., Frostburg. Officers exited the vehicle and observed several males standing outside of the residence. One male then placed a beer bottle on the trash can and knocked over several Red Solo cups. While speaking with the subject, identified as an off-campus student, officers noticed a strong odor of an alcoholic beverage on is breath/person. Officers then advised the student that he would be issued a civil citation for possession /consumption of an alcoholic beverage under 21. After signing the citation the student threw the pen at the citation book. The pen then bounced off the citation book and struck the officer in the left cheek just below his eye. At this time, officers advised the student he was under arrest. He was then transported to the Frostburg City Police HQ and was placed into a holding cell and later taken before the Allegany County District Court Commissioner. A judicial board referral was submitted.
9/11/16 Check on Well-Being: Officers responded to 211 Frost Hall regarding a check on well-being of a student due to subjects pounding on his door trying to talk to him as he may have been in some sort of distress. Student was later located at the “Late at Lane” event in the Lane Center and was reported to be fine.
9/11/16 Open Container: While patrolling in a marked police vehicle on Wood St., officers noticed a female drinking a Mike’s Hard Lemonade while standing on the sidewalk. Contact was made with the subject, identified to be a student, who was issued a civil citation for possession/consumption of an alcoholic beverage in a public place. A judicial board referral was submitted.
9/11/16 Knock & Talk: Knock & Talks were conducted on Bowery Street, Frostburg.
9/11/16 Assist Other Agency: Officers responded to Route 40, East Main Street, and Route 36, to assist the Frostburg City Police with a traffic stop. The vehicle had five occupants and Frostburg City Police located suspected marijuana in the vehicle. One occupant was issued a civil citation for possession of marijuana less than 10 grams a second occupant was arrested and charged with possession of marijuana greater than 10 grams, and a third occupant was arrested for possession of Xanax without a prescription. The driver was issued a written warning for speed greater than reasonable and released.
9/11/16 Hit & Run: Officers responded to the State Street Lot, for a hit-and-run complaint. Officers checked various vehicles in the area and were unable to conclude who was responsible for the damage to the victim’s vehicle. Video surveillance was reviewed with negative results.
9/11/16 Fire: Officers responded to the CCIT Building, on the southwest side of the building, facing the Lane Center, for mulch smoldering. The fire department responded corrected the situation for the evening by watering the area. Prior to the arrival of the fire department, officer visually inspected the area and did not observe any kind of ignition source (cigarette, etc.).
9/12/18 Harassment: FSU student reported she is being harassed by her ex-boyfriend, an off-campus student. Officers explained the process to apply for obtaining a Protective Order against the suspect. Further, she was advised to contact FSUPD if the suspect attempts to contact her on campus or if she feels unsafe. She was provided with a “MD Crime Victims and Witnesses” pamphlet and a case number for this incident. The Title IX Coordinator and Student Affairs were notified.
9/12/16 Hit & Run: An Edgewood Commons student reported the front passenger side of her vehicle was damaged while parked in the Edgewood parking lot. Photographs were taken of the vehicle.
9/13/16 Drug Law Violation: Officers responded to Edgewood Commons, for report of odor of marijuana. As a result of the investigation a judicial board referral was submitted.
9/13/16 Fire: Officers were dispatched to the area of Echo Circle/CCIT for a report of a fire in a mulch bed. Upon arrival, officers observed a small amount of smoldering mulch (approximately 1 square foot) in the mulch bed located in the handicap ramp outside of the SW entrance to CCIT. Officers extinguished the fire. Facilities notified.
9/13/16 Skateboard Complaint: Officers observed two male students riding longboards from the Echo Circle towards the CCIT building. Contact was made with the subjects who were advised that skateboarding/longboarding was not permitted on the grounds of FSU. The students advised they would refrain from riding their boards on campus. A judicial board referral was submitted.
9/13/16 Drug Law Violation: Officers conducting a patrol check of the Stadium Lot observed a burgundy Ford Crown Victoria, MD reg., parked in a no parking zone at the bottom of the parking lot near the gazebo with one male occupant. As a result of the investigation a judicial board referral was submitted related to CDS.
9/14/16 Assist Other Agency: Officers were dispatched to assist Frostburg City Police with a traffic stop in the Edgewood Commons parking lot. FSUPD Officers stood by while Frostburg City Police issued four traffic citations to the male driver.
