02/14/2023 Assist Other Agency – While on patrol an officer observed the Allegany County Ambulance Service on Hill Street for a medical emergency. Contact was made with the ambulance personnel who were assessing the patient in the ambulance and determined further assistance was not needed at this time.
02/14/2023 Soliciting – Officers were dispatched to CCIT and Environmental Drive for a report of a suspicious person. Dispatch advised a female was approached by a male asking her if he could pray for her. A walkthrough was completed of the surrounding area and this walkthrough did not reveal any findings. The officers met with an FSU student in the lobby of police headquarters to take a statement. After reviewing the Ocularis camera footage a subject matching the description was seen walking on the sidewalk outside of CCIT. The male then walks down University Drive across the street and towards the Campus Ministry Center. The footage was bookmarked for future review and additional checks of the area.
02/14/2023 Suspicious – A FSU student called headquarters wanting to file a suspicious report. The student advised she was in the Chesapeake Dinning Hall with a friend and was approached by a male subject asking if her and her friend smoked. The student replied no. The male subject followed them to a table and started trying to put a bottle of marijuana in her pocket and told them it was free. The student stated that she kept telling him no and he finally left. Officers were able to locate a male subject leaving the dining hall, matching the description, and entering a car parked in the Annapolis Hall parking lot. The vehicle turned West on East College Avenue, out of view of the surveillance camera. Investigation is continuing.
02/14/2023 Assist Other Agency – Officers responded to Broadway to assist FPD with a 911 hang-up call from a female requesting help. Officers were on scene while FPD investigated the complaint. No further action taken by this agency.
02/15/2023 Narcotics Complaint – The RA on duty called to report the smell of marijuana on the first floor of Simpson Hall. After meeting with the RA, she informed officers that she was completing Fire and Safety Inspections and observed what smelled like marijuana emanating from one of the rooms. The resident of the room was not present at the time of the initial inspection. The RA unlocked the door and officers detected the strong odor of marijuana. A Judicial Board Referral was submitted.
02/15/2023 Suspicious – Headquarters received a call from an FSU student regarding her room in Cumberland Hall for suspicious activity. She advised she has a camera in her room and while eating at Applebee’s in LaVale her camera detected motion in her room. She stated that a person entered her room with a key and is not authorized to enter her room. Officer went to Cumberland Hall and made contact with the RA on duty. The RA advised they had just completed Fire and Safety Inspections. The RA advised that she would contact the student and let her know about the inspections. Dispatcher also made contact with the student.
02/15/2023 Tampering W/Fire Equipment – RA called to report a fire alarm going off in Westminster Hall, fourth floor. Officers responded and upon arrival there was no audible alarm in the building and the fire panel showed that all was normal. Officers checked the fourth floor and there was an audible tamper alarm at the fire extinguisher at the south end of the hall. The extinguisher had not been used. Officers repaired the tamper alarm and then cleared. The fire alarm was activated from “accidental touch” of the fire extinguisher.
02/17/2023 Narcotics Complaint – Officers responded to Cumberland Hall for an odor of CDS. Officers attempted to make contact with the occupant of the room in question with negative results. A faint odor of what smelled of tobacco smoke could be detected; however, it was unclear of the smoke’s origin. Officers responded a second time to Cumberland Hall for another report of an odor. No odor could be detected near either of the reported rooms.
02/18/2023 Assist Other Agency (FPD) – While on patrol officers observed a dark in color vehicle stopped in the travel portion of Wood Street. The vehicle was facing S/B on Wood Street in the wrong direction, with no lighted lamps. As officers approached the vehicle, they observed extensive damage. As officers attempted to make contact with the individuals in the vehicle, the subjects attempted to run from the police. One subject was detained, and the second subject was later taken into custody after a foot chase by police. FPD is investigating the incident. No FSU students were involved.
02/18/2023 Assault – Assisting FPD due to their officers responding to another call. FSUPD responded to Bobcat Court for an assault. Upon exiting their vehicles, they were met with the complainant who advised his roommate came home and punched him in the face. MSP proceeded to make contact with the suspect and interview the subject. After obtaining the interview, it was found both the complainant and the suspect exchanged punches. The suspect was advised to find a place to sleep for the night. It should be noted that neither subject displayed evidence of a physical assault. The complainant was advised he could stay in the building for the night and if he chose to have the suspect evicted, he would have to do so through District Court. Involved parties were not FSU students.
02/18/2023 Suspicious – Officers responded to the area of the Stangle Building for a report of a suspicious vehicle. Caller advised a white F150 parked for an extended period and occupied by a male. Contact was made with the subject who was sleeping. Due to an extreme language barrier, officers had to communicate with the driver using a language translation app on his phone. After several, back and forth communications, it was determined the driver was just resting as he was passing through the area for work. Dispatch confirmed that the registration and driver’s license were valid, and the driver was released from the scene. It should be noted that officers did not detect any signs of impairment and was released from the scene at that time.
02/19/2023 Assist Other Agency (FPD) – Officers responded to the Beach Club for a possible disturbance. As they arrived the Bar’s owner and bouncers were separating involved parties. It was later learned that a female was assaulted by her boyfriend prompting the disturbance among guests. FPD who arrived on scene to assist took the assault report from the female victim while FSUPD stood by for crowd control.
02/19/2023 Narcotics Complaint – Officers responded to Annapolis Hall for an odor of CDS. After a walk through was conducted, the officers attempted to make contact with the resident where the odor was originating from. Contact was made with a FSU student who admitted smoking in the room with a guest, another FSU student. FSUPD was provided with the remaining ashes. One student did provide a medical
marijuana card but was advised of the rules and regulations regarding marijuana use on campus. Judicial Board referral was submitted.
02/19/2023 CDS – Officers were attempting to perform a check on well-being at Westminster Hall. It was found the PAWS system was not updated with correct information on the subject. However, as officers were checking the dorm room that was provided in PAWS, the subject that answered the door did have suspected marijuana sitting on the desk in plain view. The subject advise that he and his roommate were owners of the marijuana. At the time, the roommate was not in the room. The bowl with suspected marijuana was weighed and there was approximately 9 grams of the suspected marijuana. The bowl was placed into temporary evidence to be destroyed. Judicial Board Referral Submitted for both FSU students.
02/20/2023 Narcotics Complaint – While conducting a foot patrol of Cumberland Hall, officers detected a strong odor of CDS. Officers were able to determine the location of the source of the odor and made contact with the occupant of the room. The student did admit to smoking marijuana in the room prior to the officer’s arrival. He stated he did not have any marijuana left in the room. The FSU student was advised of the illegality of marijuana and the policies against usage in campus buildings. Also, he was advised that he would be referred to the Judicial Board for sanctions.
