Crime Lines 02/28/2023 – 03/06/2023

02/28/2023 DWI/DUI – While patrolling the area of Park Avenue and Bowery Street Ext. Contact was made with the driver and the female passenger. Due to the confused and half-conscious state of the driver officers went back to the cruiser to retrieve Narcan. Prior to using the Narcan the male subject became conscious and was able to communicate. EMS arrived on scene and conducted an assessment of both subjects who refused treatment. Throughout initial contact with the driver he seemed very confused, unable to focus, and had mumbled speech, leading officers to believe he was impaired. A series of Standard Field Sobriety Tests were conducted. The driver was arrested and transported back to FSUPD by FPD. The male subject was transported to the Maryland State Police Cumberland Barrack in LaVale, MD to perform the Intoximeter EC/IR 2 test. The van was towed by Barton s Towing. After completing an inventory of the driver s area, the only notable item to have been found was an unopened miniature of Fireball. Dispatch informed officers that the passenger had a suspended driver’s license and driver had a revoked license, prompting officers to request a towing service pending completion of Standard Field Sobriety Tests (SFST). Three citations were issued , two for the traffic violations, and one for the DWI violation. No FSU students were involved.

02/28/2023 Assist Other Agency (Baltimore County Police) – FSUPD was advised of a harassment incident of an FSU Student. Officers made contact with the female subject at headquarters, and she was given a Victims Rights pamphlet and informed of its content. Officers instructed her to contact FSUPD if the subject attempted to contact her or if she saw the male on campus.

02/28/2023 Assist Other Agency – Officers responded to Wood Street for a disturbance of a male subject refusing to leave a female’s apartment. FSUPD assisted FPD with separating the involved parties and conducting the investigation. No FSU students were involved.

03/01/2023 Assist Other Agency (FPD) – Officers responded to Maple Street for a male creating a disturbance. Upon arrival FPD was on scene and had handled the incident.

03/01/2023 Traffic Accident – Officers responded to Edgewood parking lot for a traffic accident. Contact was made with the complainant who showed damage to the left rear door to the officers. A note was left on the vehicle. The party that left the note was contacted and returned to the vehicle. All necessary information was obtained, an information exchange form was completed, and copies were issued to both involved. No injuries occurred. Both were FSU students.

03/02/2023 Assist Other Agency (FPD) – Officers responded to Wood Street after hearing FPD being dispatched for a male with a knife. Officers stood by while FPD conducted their investigation.

03/03/2023 Assist Other Agency (FPD) – While on patrol in the area of Hill Street, officers observed a door to the old Frostburg Museum open. After noticing this, officers walked around the building and observed the Oak Street doors to have sustained damage (a hole through the glass), like an object had been thrown through it. FPD arrived on scene and officers entered and cleared the building. The building was clear, no other damage was observed at this time, and the investigation was handed over to Frostburg City Police.

03/03/2026 Assist Other Agency (FPD) – Officers responded to the entrance of 301 Braddock Road to assist with traffic Control for a one vehicle accident, no injuries. After assisting with traffic control, officers returned the involved FSU student to Brownsville Hall. Insurance Information Exchange was completed by FPD.

03/03/2023 Indecent Exposure – While officers were in the dispatch area , they observed live footage from several cameras across campus including the elevator of Westminster Hall. Officers observed a male, while staring into the camera, dropping his pants exposing his penis and shake it at the camera. Contact was made with the FSU student in question, identification was confirmed through his ID. The male was advised that he would be referred to Student Affairs for his obscene conduct.

03/04/2023 Assist Other Agency (FPD) – Officers responded to Lower Consol Road for a reported domestic assault. FSUPD met with FPD at the residence and was allowed entrance to the apartment. Parties were separated. After interviewing both parties, the female subject was placed under arrest and transported to FPD’s holding cells. FSUPD officers were requested back to FPD for suspicious behavior in the holding cell as if she was concealing something on her person. The female subject was exhibiting suspicious behavior and reluctant to answer questions before becoming upset and screaming about the outcome of the arrest. Officers reported that the female did completely strip in the officer’s presence despite anyone requesting her too and that no contraband was observed at that time.

03/05/2023 CDS – While conducting a traffic stop, officers observed marijuana paraphernalia in plain view. The driver, an FSU student stated there was nothing else in the vehicle nor had he smoked in the vehicle. Following this, officers initiated a probable cause (PC) search of the vehicle. During the search, officers located multiple packages containing small amounts of marijuana in them. Several citations were issued.

03/05/2023 Assist Other Agency (FPD) – Officers responded to Hill Street for the report of an underage party. Officers were on scene while FPD conducted their investigation.

03/05/2023 Disturbance – While officers were patrolling the area of Park Avenue, screams could be heard in the area. Officers did observe several individual in the middle of the street on Bowery Ext. who were quite loud and yelling at a nearby car. Upon approaching the individuals, they scattered and went in different directions. Contact was made with several people in the area who all reported there were no problems and that they were all just leaving for the area.

03/05/2023 Assist Other Agency (FPD) – Officers assisted FPD in locating an FSU student in connection with a theft at a local convenience store. Officers entered Brownsville Hall where contact was made with the FSU student. FPD transported the female to their headquarters where she was issued a criminal citation for theft less than $100.00. A judicial board referral was submitted.

03/06/2023 CDS – Officers met with an employee regarding found property at the Cordts PE Center. One item recovered contained CDS items which were placed into temporary evidence to be destroyed. There was no identification found with the property.

Summary period includes 114 calls for service and 7 traffic stops
