Crime Lines 03/08/2022 – 03/14/2022

03/08/2022  Request for Officer – Officers responded to the Social Work Department and met with the complainant, a FSU employee, concerning harassment by a student.  After speaking with the complainant, officers feel at this time the student in question has not made any direct threats, and the third-party email and screenshot do not fall under harassment criminally.   

03/08/2022  Narcotics Complaint  Officers responded to Frederick Hall for an odor of marijuana on the 6th floor.  Upon arrival, a slight odor was detected.  Officers were unable to locate the dorm in which a possible odor was emitting from.  

03/08/2022  Request for Officer – UPD was notified of a Wal-Mart package that was delivered outside of Chesapeake and was now missing.  Ocularis Camera System was reviewed.  It was observed the delivery driver took the packages back and left after there was no one there to pick them up.   

03/08/2022  Sex Offense – Other – A request from a RA for an officer was made for a possible sexual assault.  Officers made contact with all parties, (2) two FSU students.  Medical was not needed.  Title IX contacted.  Judicial Board Referral submitted. 

03/09/2022  Narcotics Complaint – Officers responded to Gray Hall for the odor of marijuana.  Upon arrival in the hallthere was a strong odor of burnt marijuana and the odor was strongest in front of one particular room.  Officers attempted to make contact with negative results.  The sole occupants name, a FSU student, was provided by the RA on scene.  Judicial Board Referral submitted.   

03/09/2022  Theft – Misdemeanor – A FSU student came to headquarters to report a theft of his Apple Airpods that were at a charging station in CCIT 24/7 lab.  Investigation is ongoing at present.  

03/10/2022  DOP – Misdemeanor – Officers were advised of a destruction of property complaint made by the Universities physical plant.  Two steel fire doors were damaged in Frederick Hall and a mirror was also damaged recently.  Contact was made with several residents of Frederick Hall who denied having any knowledge of the damaged property.  No camera footage is available for the area of the damage.  An email was drafted requesting the assistance of Frederick Hall residents with identifying the suspect(s).  Investigation is continuing.  

03/10/2022   Narcotics Complaint  While conducting a foot patrol of Frederick Hall, officers made entry to a quad to discover the smell of burnt marijuana.  Contact was made with one individual in the quad where officers were able to determine the room was not the source of the marijuana odor.  Negative contact was made with the other two residents. Therefore, officers were unable to determine which room was emitting the odor.  Officers cleared.  

03/10/2022  Narcotics Complaint  Officers responded to Gray Hall for a CDS complaint.  Officers made contact with the occupant and her guest in the room in question.  A strong odor was detected.  One of the individuals did state she had smoked in her room the previous day but denied smoking in the room on this particular day.  She advised she did not have any additional contraband.  Judicial Board Referral was submitted for both FSU students.   

03/10/2022  Wanted – A United States Passport was found by a pedestrian several days ago and the male subject arrived at the Frostburg State University Police Department to retrieve the passport.  After the passport was recovered, it was learned the male was wanted by the Allegany County Sheriff’s Office for violation of probation.  Master Deputy was at FSUPD when the subject arrived to retrieve his passport.  The arrest warrant was confirmed, and the male was taken into custody.  

03/11/2022  Suspicious – Officers responded to University Drive at Frampton Lot for a subject laying on the sidewalk.  The subject, a non-FSU student was fine as he was just taking a break.   

03/11/2022  Soliciting – Officers responded to Pullen Hall for a report of an individual placing flyers on vehicles.  A phone number was included on the flyers which enabled the officers to make contact with the individual, a non-FSU student responsible for the distribution.  The officers advised he was in violation of a University Policy and the flyers needed removed.  Further contact information was obtained.  The subject advised the flyers would be removed.   

03/11/2022  Skateboarding Complaint – Officers made contact with five (5) juveniles who were riding skateboards outside of Frampton Hall on the sidewalk.  The individuals were trying to flip the skateboards while riding them.  It was obvious the subjects were not using the skateboards as a means of transportation.  The subjects, non-FSU students were  advised they were not permitted to ride the skateboards on campus and left the area.  

03/11/2022  CDS – While performing a check on wellbeing as requested by a concerned parent, a strong odor of marijuana was detected when entering the students room.  The FSU student advised there was contraband in the room that didn’t belong to him.  Consent was given to search the room.  All seized evidence was transported to FSUPD.  Judicial Board Referral submitted. 

03/14/2022  Request for Officer – Officers responded to Simpson Hall Parking Lot for a FSU student who had dropped her phone in the storm drain.  The officer and the student’s boyfriend removed the phone from the drain.  

Summary period includes 139 calls for service and 3 traffic stops.
