03/22/2023 Assist Other Agency (FPD) – FSUPD officers were requested to assist Frostburg City Police in locating a male subject who had broken into a home on Wood Street. A search of the area was conducted. The male was located in the area of Maple Street and East Mechanic Street by FSUPD. Upon the officer’s arrival the male was seen talking to himself, waving his arms around, and had a disheveled appearance. FPD was notified and then arrived on scene. EMS was requested to evaluate the subject. FPD completed an Emergency Petition due to his mental status and the inability to care for himself. FPD handled the investigation.
03/24/2023 Assist Other Agency (FPD) – Officers responded to Bowery Street in the area of Giuseppe’s restaurant to assist FPD with a shots fired call. Upon arrival, one male subject was exiting the restaurant suffering from a gunshot wound to the mouth. A second male subject was lying on the sidewalk several yards from the restaurant. FPD secured the subject lying on the sidewalk and placed him inside a FPD patrol vehicle. This subject was in possession of a handgun. FSUPD provided aide to the shot victim until EMS arrived on scene. He was transported to UPMC. C3I and MD Crime Scene Lab arrived on scene. FSUPD officers assisted FPD with securing the crime scene and directing traffic. There were no FSU students involved in the incident.
03/25/2023 Harassment – Officers met with a complainant at FSUPD about being harassed by another student. After interviewing the complainant, it was learned that the subject harassing her was an acquaintance from 2022. The harassment started on March 20 , 2023 after the complainant would not pick the male FSU student up and bring him to campus. After failed attempts by the complainant to have the harassment stopped, she contacted FSUPD. An officer made contact with the subject and advised him to have no contact with the complainant. The report was sent to the J-Board and Title IX.
03/25/2023 Found Property – While patrolling Center Street just prior to the College Avenue intersection, an officer observed a purse upside down with its contents falling out of it in the travel portion of the roadway. The purse was placed in the vehicle and officers returned to HQ’s. In an effort to locate the owner, a Allegany County library card was located with a name. A check of the Police Reporting System revealed an entry for this person with no fixed address. Her phone was also found in the purse. Officers attempted to review the Ocularis surveillance system for the above area. Nothing suspicious was observed around the approximate time of this incident report. It should be noted the area is dimly lit and rain/fog was in the Frostburg area. No owner was located.
03/25/2023 Assist Other Agency (C3I) – Officers responded to Headquarters to speak with a female student regarding the shooting that occurred on Bowery Street that FPD was investigating. The female FSU student advised she had information regarding the shooting. C3I was notified and arrived at FSUPD to interview the female. Investigation still open.
03/26/2023 Request for Officer – Officers responded to Cumberland Hall after dispatch had received a call advising there was a subject on the premise armed with a handgun. Contact was made with the complainant and an interview was conducted. The complainant advised he observed a male through his “peep” hole in the door and watched the individual reach into his fanny pack. The complaint reported he did not see a gun at any time. Officers then proceeded to the RA’s office and began to discuss with them what was reported. While speaking with the RA’s, officers noticed one of them fit the description provided by the complainant, including the “fanny pack”. The RA had just completed his rounds in the building. The complainant later identified the RA as the individual he witnessed outside his room. It should be noted that no firearm was ever observed. Complainant was unfounded.
03/27/2023 Skateboard Complaint – Officers observed a subject riding a skateboard and attempting various tricks on the sidewalk and steps on the east side entrance /exit of Pullen Hall. Contact was made with the subject. He was advised he was not permitted to ride a skateboard in that manner on campus. The subject complied and left the area without incident. The subject was not an FSU student.
