Crime Lines 09/28/2021 – 10/04/2021
09/28/2021 – CDS – The Director of Chartwells Catering called HQ to report finding marijuana by a cash register in Chesapeake Dining Hall. A Duquenois-Levine Reagent System test kit was utilized indicating the presence of cannabis and confirming the substance as marijuana. The small amount of substance provided and the amount necessary to complete testing, it consumed the entire amount of substance and nothing remained to be entered into property.
09/28/2021 – Damage to Property – An FSU student came into HQ to report dings in her vehicle from facilities mowing on 09/27/2021, while it was parked in the Framptom Lot.
09/30/2021 – Information – Anonymous complainant asked to speak with an officer about a suspicious person near Beall Elementary School during the evening of 9/29/21. The anonymous female complainant advised she contacted Frostburg City Police Department, inquiring about surveillance cameras. FPD suggested she call FSUPD. The officer reviewed the surveillance camera and did not observe the individual described by the complainant. The complainant was advised of this Officer’s findings. FSUPD Officer advised that if the suspicious male subject is located on video surveillance, he will attempt to contact him to identify the individual. The information that was received will be documented in an incident report.
09/30/2021 – Lost Property – An FSU employee reported a missing FSU laptop. No suspect information gathered during initial report.
09/30/2021 – Lost Property – An FSU employee came into HQ to report his FSU parking permit was stolen from his vehicle. He was provided a replacement permit.
09/30/2021 – Assist Other Agency – C3I Investigator contacted FSUPD to advise of an on-going incident of a male suspect, non-FSU student, in a murder several hours prior that was still on the run. Additionally, the male subject is a suspect in a double homicide in Ellicott City, Howard County, MD. The two victims in the double homicide are the parents of an FSU student. Officers located the student arriving at her residence in the City of Frostburg. The student was escorted to Police Headquarters. Investigators arrived and provided a death notification to the student and interviewed her. Arrangements were made with Student Services and CAPS. A room on campus was offered to the student, but the student declined and advised she would stay with family. Crisis counselor met with the family. No further police action taken by this agency.
09/30/2021 – Criminal Summons Served – Officer served a Criminal Summons to an FSU student in Annapolis Hall.
09/30/2021 – Noise Complaint – Officers responded to Brownsville Hall for a noise complaint. When Officers arrived in the area the noise was not excessive. The RA was advised of the findings, that it was just people in the halls being loud.
09/30/2021 – Suspicious – While on patrol Officer observed a white male subject standing along the west side of Charles Street looking at a house. Officer circled the block and then noticed the male subject standing on the front porch of the residence. A warrant check was conducted which came back negative. No further action taken at this time.
10/02/2021 – Disturbance – Officer was conducting a foot patrol on the second floor of the Ort Library when he heard yelling and what sounded like a street sign being struck by an unknown object. Once outside contact was made with two FSU students, a male and a female who advised they were having a verbal argument and indicated that no physical assault occurred. The male subject admitted while he was walking to his dorm room in Annapolis Hall, he hit street signs out of frustration. As the Officer proceeded, he noticed footprint and several smear marks consistent with being hit or kicked. There did not appear to be any damage. Scene cleared and a judicial board referral was submitted.
10/02/2021 – Assist Other Agency – FPD contacted FSUPD to request officers at Taylor Street for a verbal altercation where a male displayed a firearm. Contact was made with FPD who relayed that they were on Main Street with the subject’s vehicle. Upon arrival on Main Street FPD advised they already searched the vehicle, and no further assistance was needed. Non-FSU students. 10/02/2021 – Narcotics Complaint – FSU student called to report an odor of CDS in Westminster Hall. Officers responded to the area in Westminster Hall for the odor of Marijuana. Upon arrival Officers detected the odor of burnt Marijuana. Officers attempted to contact the occupant of the room where the odor was coming from but received no answer. Officers contacted the RA and the complainant and advised them to contact University Police if there were any additional problems. 10/02/2021 – Disturbance – FSU employee called HQ to report there is a drunk individual at the football game who is being violent towards the visiting team. Officers responded on scene and were advised that the individual was escorted out prior to police contact. 10/02/2021 – Narcotics Complaint – Officers responded to Frederick Hall for a reported odor of Marijuana. Officers contacted the RA who stated she detected an odor of Marijuana in the quad. Officers did not detect any odor emitting from the quad and Officers contacted the residents and did not detect any odor emitting from their rooms.
10/02/2021 – Narcotics Complaint – Officer responded to Annapolis Hall for the odor of CDS. Officer contacted the RA who advised she was making her rounds and heard an odd noise coming from one of the rooms and she could also smell traces of Marijuana in the area. Officer knocked on the door two separate times with negative results. RA advised the door was unlocked and asked if they could enter the room to check but Officer explained you cannot legally enter the room without consent. The RA was advised to continue to check on the room as they make their rounds and try to contact the occupant later. Officer did not detect any odor of CDS in the area.
10/03/2021 – Assist Other Agency – An individual contacted dispatch to report a hit and run-on College Avenue in front of Old Main. FPD handled the incident.
10/03/2021 – Damage to Property – Officer requested a damage to property card regarding the damage to the wall between Old Main & College Avenue (related to hit and run above). A Judicial Board Referral was submitted.
10/03/2021 – Hit & Run – Officer met with FSU student at University Police Headquarters who advised he observed damage to his vehicle that he believes occurred on the morning of
10/01/2021. Investigation Continuing.
10/04/2021 – Information – A female FSU student came into HQ to complain about a parking citation that she had received for parking in a handicap space. She did have a handicap placard in her vehicle, but when a check was done in Meters it came back being issued to someone else. Judicial Board Referral was submitted.
10/04/2021 – Information/School Threat – Female FSU student came into HQ to report a male in the Lane Center was talking in detail to a female about killing one of his instructors. The Officer responded to the Lane Center and was able to identify the subject. Contact was made with the FSU student and the Officer advised him that he received a complaint about him threatening to kill his professor. Based on the investigation an Application for Statement of Charges against the student was completed. The Application was submitted to the District Court Commissioner and based on the Application; a warrant was issued for his arrest. Contact was made with the student by telephone, and he responded to FSUPD HQ, where he was arrested. He was taken in front of the District Court Commissioner where he was held at the Allegany County Detention Center without bond. Judicial Board Referral was submitted.
Summary period includes 209 calls for service and 4 traffic stops.
