Crime Lines 10/26/2021 – 11/01/2021
10/26/2021 Harassment – Officers were dispatched to Stangle Facility for a reported harassment complaint. Upon arrival officers met with two (2) FSU employees who were having a verbal disturbance regarding another staff member who was in close proximity to him recently testing positive for COVID-19. Eventually the argument turned to a threatening nature with one making a statement that was believed to be meant as a threat. The FSU employee in question was escorted off campus by FSUPD due to the act violating the FSU Policy of Workplace Violence prohibiting behaviors of acts or threats in any manner or form. The subject is suspended with pay until a complete investigation is conducted. The subject left without incident.
10/26/2021 Check on Well Being – After a class had ended a Professor noticed a student sleeping. She attempted to wake the subject with no success. Officers responded to CCIT, however upon arrival the Professor and the student were not in the area. The professor advised she will attempt to check in with the student.
10/27/2021 Check on Well Being – A mother called HQ to report no contact with her daughter since Sunday. Her phone goes straight to voice mail. Officer attempted to contact the FSU student at Framptom with negative results. The instructor called HQ to report that the student had emailed classmates about not being able to participate in a group project that was due because she may have been exposed to COVID. Dispatch confirmed that the student is not in the COVID dorm/Allen Hall. Dispatch emailed and left a voice mail on her cell phone. Officer contacted the student at her residence, Brownsville and she reported possibly being exposed to COVID and her phone is broken. Dispatch called the mother to relay the same. Officer’s will assist the student in contacting Student Affairs to make arrangements to move to Allen Hall.
10/27/2021 Check on Well Being – CAPS called HQ for a well check of a student who missed two appointments with CAPS today at 9 and 10am. Officer went to the student’s class at Dunkle Hall with negative contact. Officer contacted the student at her residence in Simpson Hall and the FSU student was on the phone with CAPS.
10/27/2021 Lost Property – Officer met with a FSU student who advised that on 10/26/2021 he was in the Lane University Center at which time he lost or had his Air Pods stolen. The student checked with the Lane Center Staff who confirmed no Air Pods were turned into their lost and found. The student was advised to check for the Air Pods activation using his find my iPhone App. Investigation is on-going and the video will be reviewed.
10/27/2021 CDS – Officer’s responded to Westminster Hall for an odor of Marijuana. Upon entering the quad, officers noticed the smell of burnt cigar in the hallway. Contact was made with a female FSU student at the room in question. Officers asked the female if she was smoking Marijuana and she stated she had recently smoked Marijuana outside and had just come back. Officer’s asked if she had more and she replied that she did. Officers retrieved 3 nuggets of Marijuana. Officers advised her that they would not charge her with a civil citation, but she would be referred to the Student Conduct Board.
10/28/2021 Request for Officer – A FSU employee contacted UPD requesting an officer for noises that she was hearing above her office in Lowndes Hall. Officer responded and advised the employee that maintenance was in the building doing some work.
10/28/2021 Request for Officer – RA from Frederick Hall requested maintenance for a toilet that would not stop flushing. The Tour Engineer on-duty was contacted, and he stated that he would not go over unless an officer met him at Frederick Hall. The Tour Engineer states that last night he was called over to that same quad and there was an intoxicated male that had been damaging sinks and fountains, along with walls and doors. He believes the male probably broke the toilet.
10/29/2021 Request for Counselor – A FSU student in Brownsville Hall emailed UPD asking if there was a crisis or mental health text number available that is localized for the students. She advised that she is struggling mentally and is not good with phone calls. The dispatcher replied that we don’t currently have a text line set up, but if the student didn’t mind answering a few questions then CAPS would be contacted. The student agreed to answer a few questions and then a counselor was contacted. The on-call counselor called UPD and stated that she was able to contact the student over the phone and that she convinced her to make an appointment with CAPS.
10/29/2021 Check on Well Being – A FSU student contacted UPD asking what he needs to do if his friend said that she was going to kill herself and hung up on him. Officer responded to Frederick Hall to conduct a check on well-being. In the meantime, the student called back and said to cancel his last call because he was with his friend in Frederick Hall, and she advised him that she was just “playing with him”. Officer contacted the FSU student and she advised that it was an emotional argument and that she had no intentions of harming herself. Before leaving the officer asked her again if she had intentions of harming herself and she confirmed she did not.
10/29/2021 Narcotics Complaint – FSU employee reported a male is possibly smoking marijuana in the stairwell by the recital hall. Officers responded to PAC, but the suspect had already left the area. Video footage was reviewed and a male wearing a red jacket with a black hood was observed in the outside stairwell for several minutes. The male proceeded to CCIT where he is lost from view.
10/29/2021 Assist Other Agency – Officer reported a single vehicle stopped on the middle of I68 East at Vocke Road. It was a single vehicle accident. Officer requested an ambulance for the driver who has a head injury. Dispatch contacted 911. MSP responded.
10/29/2021 Traffic Enforcement – Officer reported that a Black F250 vehicle would not stop for him after going the wrong way on Maple Street. This vehicle also failed to stop at several stop signs. This information was relayed to Frostburg City Police Department. Additional officers also responded. The vehicle was last seen possibly going toward Grant Street. The vehicle can be seen on camera “Ext PSB Entrance 180 2”, but the tag could not be identified. Units canvased the area for a short time after and was not able to locate the vehicle.
10/30/2021 Request for Officer – FPD requested officers for backup at East College Avenue for an unconscious unresponsive female. A Non-FSU student. Officers responded and upon exiting their vehicles they met up with EMS who just arrived on scene. FSUPD assisted in scene security while EMS treated the female victim. EMS provided time of death. No further police action taken by this department.
10/30/2021 Request for Counselor – FSU employee called HQ to request a counselor for a student that came to him. Officers responded to the Lane University Center for a female having suicidal thoughts. The student does not have access to weapons. Upon officer’s arrival, they contacted the student and asked her if she wished to harm herself. She advised that she did not but was frustrated with another female and her boyfriend. CAPS was contacted and after speaking with the student the counselor advised that the student did not need to be Emergency Petitioned. Officers cleared without further incident.
10/31/2021 Information – A Burg Alert was sent out at the request of an officer advising students to avoid the Taylor Street area because of police activity. Frostburg City Police Department was at Taylor Street for a dispute involving an individual that brandished a gun.
10/31/2021 Medical Emergency – HQ received a call about a female FSU student in Brownsville Hall that appeared to be “roofied” or drugged. The caller said that she was conscious but twitching and seemed unwell. 911 Dispatch was called to request an ambulance. Officers responded and advised that the student refused transport and would be staying with a friend for the rest of the night. Units cleared.
10/31/2021 Check on Well Being – A mother called and said that she would like to have her daughter who is a FSU student checked on, because she was on the phone with her when her phone call was disconnected, and she was unable to reach her. Officer responded to Brownsville Hall and while in route dispatch contacted the officer and stated that the mother of the individual had just talked with her daughter and to cancel any further police action.
10/31/2021 Hit & Run – Officer was dispatched to State Street parking lot for a car alarm going off for 2 hours. Officer was able to locate the vehicle and relayed the vehicle information to dispatch. Dispatch advised that the vehicle belonged to a FSU student and was able to contact her and that she would be out to silence the alarm. A short time later the FSU student called HQ to report damage to her car. Officer returned to the scene. The damage was observed to be superficial scratches and scrapes. Photos were taken of the vehicle. Officer provided the student with the incident’s report number for insurance purposes. The Officer advised that he would review the surveillance video in attempts to determine the suspect’s vehicle. The student advised if a suspect could be generated, she wished to pursue charges against them. The Ocularis video surveillance system was reviewed to locate a suspect vehicle. During the camera review it is unclear what initiates the vehicles alarm.
10/31/2021 CDS – RA called to report the odor of CDS coming from Westminster Hall. Officers responded and upon arrival Officers could detect the odor of Marijuana. Contact was made with the resident in the room and 2 other students. After searching the room 2.4 grams of Marijuana was found. Officers seized the Marijuana and removed it from the dormitory. Before clearing officers spent time further educating the students about student conduct. The Marijuana was placed into evidence for destruction. A judicial board referral was completed.
10/31/2021 Suspicious – Dispatcher looked up at the cameras to see a man holding a gun in front of the station. The dispatcher immediately called the patrol room and spoke with an officer. The dispatcher showed him the footage that had been viewed but the male had left the area. Another individual is seen on the cameras taking pictures of him in front of the police station. The second individual is a female. The individuals came out of the apartments across from Frampton, north on University Drive to the police station. Once they took photos, the two individuals crossed the street to Highway Pizza, west on College Avenue to the entry of the alleyway between Beall Street and Wood Street. The footage of the Alley is blurry and hard so see what the two individuals were doing as they were there for a few minutes. Then the two individuals walk east on College Avenue to Wood street, where they turn left and walk down Wood Street. The dispatcher then saw the two individuals walking south on University Drive. This information was relayed to officers and they stopped the individuals at the entrance of Gunter Lot. Officers contacted the individuals, neither one of them are FSU students. Officers asked the individuals why they though it was a good idea to walk by the police station holding an assault style weapon. They stated it was Halloween and wanted to get a picture taken in front of the police state with his brother’s paintball gun. The individual was issued a Trespass form and confiscated the paintball gun as evidence if charges are to be filed at a later time.
11/01/2021 Request for Officer – Frostburg City relayed information that a female was in front of Cumberland Hall in a vehicle and a group of people wanted to fight her. The subject’s vehicle was in State Street Lot. Contact was made with the subject who advised two subjects had got into her face over a verbal comment, no physical altercation occurred, when she got into another car with her friends and left for Cumberland Hall. The complainant was advised of her district court rights and explained that she could file for a protective order as well. The FSU student was advised that the officer was referring the incident to Student Affairs for a Judicial Referral.
11/01/2021 Assist Other Agency – While patrolling in the area of Braddock Road, officers overheard FPD radio transmission stating that there was a disturbance in the area of Fox’s pizza and that a firearm was involved. While in-route the radio transmission indicated that officers were involved in a foot pursuit. While driving through Weis Market parking lot, a Weis employee flagged the officer down and pointed at a black and green bookbag lying in the parking lot. The employee informed me that the subject who fled from FPD officers threw the bookbag down while running. Officers retrieved the book bag and secured it in the patrol vehicle before contacting FPD and informing them. The bag and its contents were handed over to FPD. They were Non-FSU students.
Summary period includes 155 calls for service and 4 traffic stops.
