Crime Lines 11/02/2021 – 11/08/2021
11/02/2021 Request for Officer – A FSU student spoke with a professor and advised she was sexually assaulted. FSU PD responded to PAC to speak with the complainant and then contacted the victim. The victim did advise the location of the incident did occur in the City of Frostburg, not on campus. Due to the location the victim was transported to FCPD as they would be handling the investigation forth-going. Student Affairs and Title IX were also contacted and will conducting a follow up.
11/02/2021 Damage to Property – Officers were dispatched to the Martin Luther King Jr. Reflection Area in the Arboretum for a report of damage to a concrete bench. Due to the Reflection Area being secluded, there is no video surveillance footage of the area. The Area is not visible from University Drive or from the Arboretum pathway. Due to lack of evidence, and no timeframe for the damage, the case was suspended pending further information.
11/03/2021 CDS – Officers responded to Annapolis Hall for an odor of CDS. Upon arrival, officers could detect the odor of marijuana emitting from the room in question. Contact was made with the occupants who provided the remainder of the marijuana they had to the officers. The CDS was collected and placed into evidence for destruction. Both FSU students were referred to the Judicial Board.
11/03/2021 Check on Well Being – Headquarters received a call from concerned family members reporting they had not been in contact with their nephew in approximately one month. Contact was made with the subject in question at his dorm room where he advised he would contact his relatives. Everything was okay with the subject.
11/04/2021 Assist Other Agency – Officers responded to the area of E. Mechanic Street to assist the Frostburg Police Department with attempting to locate a male and female that fled the scene of a motor vehicle crash. The crash occurred at the intersection of E. Main Street and Grant Street and the male and female were observed fleeing on Mechanic Street, in an unknown direction. Officers canvassed the area but were unable to locate the two individuals that fled.
11/04/2021 Traffic Accident – A FSU student came into FSUPD to report a motor vehicle accident. The driver of the vehicle that struck the complainants passenger side front bumper headlight area did leave a notification contact note on her windshield. Pictures were supplied to the officers. Contact was then made to the second subject who advised when he was pulling into a parking spot, he did strike the complainants vehicle. No persons were injured. Vehicle insurance information was exchanged.
11/04/2021 Animal Complaint – Officers and the tour engineer responded to the area of Annapolis Lot for meowing coming from a storm drain. The grate was lifted, and a tour engineer entered the drain. The engineer advised there were multiple drainpipes leading in multiple directions and the drain was too small to enter. It appeared the cat would be able to get out through another drain. The grate was replaced, and the scene was cleared.
11/04/2021 CDS – An officer was dispatched to the first floor of Diehl Hall to retrieve a “joint” laying on the floor in the main hallway. The officer transported the suspected CDS back to police headquarters where it was logged into temporary evidence for destruction. A camera review of the Ocularis surveillance system revealed no coverage in the above-described area of Diehl Hall.
11/05/2021 Check on Well Being – The therapist of a FSU student contacted UPD requesting a well-being check. She stated that she normally hears from the student 4 times per week and cannot reach her at all this week. Her cellphone seems to be out of service. Officer responded to her dorm, negative contact. Dispatch contacted CAPS and UPMC and neither place had a check-in nor call from her. AMAG shows the student swiped into Brownsville South which was confirmed on the Brownsville South Entrance camera. Officer attempted contact a second time with negative contact. A phone call was made to the student’s phone with negative contact. An email was sent to the student requesting she contact police headquarters as soon as possible. Minutes later the student contacted HQ and advised she was okay and would contact her counselor.
11/06/2021 Narcotics Complaint – RA from Annapolis Hall called to report a strong smell of Marijuana coming from one of the rooms. Officers responded and could not get anyone to answer the door and could not detect any movement inside. Units cleared.
11/06/2021 Check on Well Being – HQ received a call from a parent who was concerned for her son who is a current student. She said that her main connection with her son is Twitter. She stated that she hasn’t talked to him in over a week. She’s seen pictures of him, and he looks like he has lost a lot of weight and is now possibly in a wheelchair. The parent was very emotional on the phone and stated that she doesn’t have a good relationship with her son and hasn’t talked to him on the phone for over a year. The dispatcher asked if she would like for an officer to do a well-being check on him and she stated she doesn’t want him to know she called. She was advised it would be no problem to do the well-being check if she decided she wanted that done. She stated that she would try to contact him and give him a certain time to contact her back. If he didn’t reply to her within the time, she requested she would call back to request an officer to check on his well-being. The parent called back to state she has spoken with her son and she plans on visiting her son during fall break. She did not request a well-being check at the time of the second call.
11/06/2021 Check on Well Being – HQ received a call from the Title IX employee reporting that an RA contacted him about 2 female students possibly being stalked within Frostburg City. The employee requested a well-being check on the 2 female FSU students. Officer contacted the students at their residence in Gray Hall. They stated they were walking near the intersection of Center Street and Wood Street when they passed a male subject walking S/B on the opposite side of Center Street. They identified the male subject as a tall white male with a slender build. They stated that the subject turned around shortly after passing them and began walking in the same direction as they were. They stated that the subject was following them, and a white car was also following them. They stated they arrived at Domino’s Pizza, picked up their food and called their male friend to pick them up. The female students returned to Gray Hall and reported the incident to the RA. The officer informed the students of ways to stay safe while walking on and off campus.
11/06/2021 Check on Well Being – A father contacted HQ to request a check on well-being for his daughter. The father said it is unusual to not hear from her this late and she was recently released on quarantine due to COVID. Officer responded but the farther called back and said he was able to get in contact with his daughter.
11/06/2021 Check on Well Being – A mother called HQ for an officer to conduct a well-being check on her daughter. Dispatch attempted to call the FSU student 2 times, but it went straight to voicemail. Officers attempted several times to contact the student at Westminster Hall where the student resides with negative results. Later an officer was able to contact the student at her dorm room and advised her that he was doing a well-check because her mother could not get in touch with her. The student advised she had gone to an amusement park on Saturday and her phone died. The student was advised to contact her mother and she advised that she would.
11/06/2021 Traffic Accident – Officer was dispatched to the loading dock of Chesapeake for a motor vehicle collision involving a state vehicle. The employee advised that there were vehicles illegally parked at the loading dock and did not see the vehicle that was parked along the loading dock. The owner was notified and on the scene. There was superficial damage to the rear bumper, but it could not be discerned if that occurred from the employee backing into it or was damage from a previous incident. Photographs were taken and an Information Exchange form was completed.
11/06/2021 Assist Other Agency – FSUPD assisted FPD on Wood Street with a check on well-being. Contact was made with the resident who advised he had not done anything to endanger himself and had no thoughts or desires of causing himself harm. FSUPD cleared the scene.
11/07/2021 Check on Well Being – HQ received a call from a mother who stated that her daughter is a FSU student and resides in Frederick Hall. She asked if we could try to contact the RA to see if they’ve seen her or heard from her. She stated that her daughter and her roommate had a fight and she wanted to know if she found a safe place to stay for the night. Dispatch asked if she would like for an officer to attempt to check on her at her dorm, but the mother declined and asked if we could contact an RA for the time being. RA was contacted and stated she seen the student but didn’t notice anything out of the norm. She stated that she wasn’t the current RA on duty but will contact the RA that is on duty. The mother called the station back to advise that she talked to her daughter and everything was ok.
11/08/2021 Information – An employee from Human Resources contacted HQ to report a suspicious individual that was in their office. The employee advised that an unknown male entered the Human Resources Office and began speaking with their receptionist about obtaining employee information. The employee stated the male wanted information regarding employment records and benefit information on an individual. The male subject, who did not identify himself, stated he was requesting the information regarding an ongoing death investigation that occurred recently in Rawlings MD. After being denied the information on multiple attempts the male left the office without issue. Camera footage was reviewed which observed the unknown male enter the office and approach the receptionist. Contact was made with the lead investigator of that case and provided him with the information.
11/08/2021 CDS – Officers responded to Westminster Hall after receiving a complaint from the RA of an odor of marijuana. Upon entering Westminster Hall, the smell of marijuana was in the air. Contact was made with the FSU student at her dorm room and when she opened her door the odor of marijuana became stronger. The student admitted to smoking marijuana and stated that she had smoked all of it. Officers informed the student of the policies for having open flames in the dorm, smoking in the dorms and the use of marijuana in the State of Maryland. A J-Board report was submitted.
11/08/2021 Disturbance – Officers responded to Cumberland Hall for a group of students using a taser on each other. Upon entering the first-floor main lobby contact was made with the RA who told officers that she did not see anyone with a taser. The RA further stated she and her friends where in the lobby for the past 50 minutes and did not see anyone with a taser. Officers conducted a walk through with negative results for any person or persons with a taser. Upon returning to HQ officers reviewed the Ocularis cameras. UPD received a second complaint via email from a student who provided video footage of several students talking about taser but the taser could not be seen in his video. While reviewing the Ocularis camera a female was observed holding a taser in her right hand. The RA and 6 other students could be seen on camera acting in a disruptive manner. Officer met the RA at Cumberland Hall and all individuals involved were identified. The laser was retrieved. The taser was placed into evidence. Judicial Board referral was submitted.
Summary period includes 148 calls for service and 4 traffic stops.
