Crime Line 9/3 – 9/10

9/3/14 RRE: Officers responded to the Ort Library for a report of graffiti in study room A on the Fifth Floor. Upon arrival, officers located racially offensive words on the wall above the light. Photos were taken. Officers made contact with the library staff to advise the incident was documented and housekeeping will be called to remove the writing.

9/3/14 Fire Alarm: Allegany County Central Dispatch (911) advised a fire alarm had sounded in the Lane Center FSU. Fire/EMS were dispatched as well. No injuries or damage were reported.

 

9/4/14 Noise Complaint: Officers responded 2 Bobcat Court, Apt B, for a noise complaint. Upon arrival, Frostburg City Police were already on scene. No police action taken by this agency.

9/4/14 Drug Law Violation: Officers responded to the 6th Floor of Westminster Hall, for a report of subject smoking marijuana in the hallway. FSUPD were unable to locate or identify the subject.

 

9/4/14 Alarm: Officers responded to an unauthorized entry alarm at the Appalachian Lab, 301 Braddock Road. The alarm was set off due to the long period of time the door was open.

 

9/4/14 Knock & Talks: Officers conducted a knock and talk at 158 Bowery Street and spoke to several individuals about the city policies on open containers and the consequences through the University for off-campus behavior.

9/4/14 Assist Other Agency: Officers responded to 142 Wood Street to assist the Frostburg Police Department with an excessive noise complaint.

 

9/4/14 Knock & Talks: Officers performed a knock and talk at 167 Maple St. Upon arrival, officers observed a large party to the right side of the residence. In addition, they could hear loud music from the road as well as people talking loudly. Contact was with the residents of 167 Maple St., who were advised to keep the noise level down before a complaint was received against them.

 

9/4/14 Drug Law Violation: Officers responded to Westminster Hall for a report of an odor of marijuana. Upon arrival, officers made contact with the Westminster Resident Assistant & Director, who advised they believed they could smell an odor of marijuana in the 207-210 quad. Officers responded to the quad and could detect a very strong odor of suspected burnt marijuana emitting from the room. Resident was referred to the Judicial Board as a result of the incident. Judicial Board referral was submitted. Resident Director & assistant were advised of the outcome of the incident on scene.

9/4/14 Fire Alarm: Officers were dispatched to Sowers Hall in reference to a fire alarm. Once officers were told by the fire department Sowers Hall was safe, the students were allowed to return to their dorm. The reason for the activation of the second floor smoke alarm that triggered the fire alarm remains unknown.

 

9/4/14 TIPS: Officers received a call on the FSU TIPS line reporting a large crowd was at 167 Maple St.  Officers responded to the area and Frostburg City Police were notified.

 

9/5/14 Assist Other Agency: Officers were requested by Frostburg City Police to assist with a large party at 159 Maple Street. The residents were advised that, if officers had to return, they would receive a civil citation for excessive noise.

 

9/5/14 Liquor Law Violation: Officers were dispatched to the third floor of Frost Hall for a report of an unresponsive subject.as a result a civil citation was issued for possession/consumption of alcohol under the age of 21 years old. Judicial Board referral submitted.

 

9/5/14 Ordinance – Public Urination: Officers patrolling in a marked patrol vehicle at the intersection of Bowery Street and Park Avenue, observed a male subject at the corner of 155 Park Avenue urinating in the yard. Subject was issued a Municipal Infraction of City Code Article 1, section 6 – Public Urination.

 

9/5/14 Damage to Property: Student reported damage to his 2014 Chevy Camaro while parked in the Sand Spring parking lot.

 

9/5/14 Knock & Talk: Officers conducted a knock and talk at 120 Wood St.

 

9/5/14 Knock & Talk: Officers conducted a knock & talk at the Byrnesies Bar, at which time officers spoke with the owner of the establishment.

 

9/5/14 Knock & Talk: Officers discussed alcohol ordinances in Frostburg City and the consequences students could face for their behavior off-campus with the students at 159 Maple and 157 Bowery Streets, Frostburg.

 

9/5/14 Assist Other Agency: Frostburg City Police requested assistance to 53 Bowery Street, for a noise complaint. Upon arrival, officers observed approximately 200 individuals gathered in the rear of 53 Bowery St. Officers stood by until a tenant of the residence was issued a civil citation for excessive noise by Frostburg City Police. Officers remained on the scene until the crowd dispersed.

9/5/14 Assist Other Agency: Frostburg City Police requested assistance at 162 Center Street. Upon arrival, Frostburg City Police advised they had the situation resolved upon arrival.

 

9/5/14 Assist Other Agency: Officers assisted Frostburg City Police with a large crowd gathering on Bowery Street. Crowd eventually dispersed. No police action taken by this agency.

 

9/5/14 Knock & Talk: Officers observed a small gathering of approximately 15 people at the residence, 42 Stoyer Street, with loud music playing. Officers made contact with the subjects and advised them to keep the noise levels down.

 

9/5/14 Traffic Arrest: Driver was issued one MD uniform traffic citation for driving on suspended license and privileges.

 

9/6/14 TIPS: Caller on the TIPS line reported a large party at 102 Wood Street and glass being thrown onto Center Street onto vehicles. Police Dispatch notified Frostburg City Police who reported they were on the scene with no problems.

 

9/6/14 Disturbance: Officers responded to College Avenue and University Drive for a report of a large crowd in the street. Upon arrival, officers disbursed the crowd. No further police action taken.

 

9/6/14 Liquor Law Violation: Officers were dispatched to Cumberland Hall, and issued a civil citation for underage alcohol consumption; student was referred to the student conduct judicial board.

9/6/14 Skateboard Complaint: Physics professor reported juveniles jumping bikes and scooters between CCIT and PAC Buildings FSU. Upon arrival, officers made contact with two juvenile males, both local residents of Frostburg. Officers informed both individuals they could not jump their bikes or ride in a reckless manner on the Campus of Frostburg State University. Both were cooperative and left the area.

9/6/14 Liquor Law Violation: Officers were dispatched to Frederick Hall, and issued a civil citation for underage alcohol consumption; student was referred to the student conduct judicial board.

 

9/6/14 Tampering With Fire Equipment: Officers responded to Frederick Hall and met with the Resident Assistant who stated someone removed all the Emergency Exits maps and three fire extinguishers from the building. The perpetrator was identified and he was judicially referred through the University.

 

9/6/14 Assist Other Agency: Maryland State Police reported a fight in progress on Bowery St., in the area of 166 Apartments.

 

9/7/14 Liquor Law Violation: Officers responded to Frederick Hall for a report of an intoxicated female. Student was transported to the hospital for treatment and

will be issued a civil citation for underage consumption of alcohol upon her return to campus. Resident Assistant at the scene. Judicial Board Referral submitted.

 

9/7/14 Liquor Law Violation: Officers were dispatched to Frederick Hall as a result a student will be issued a civil citation for underage consumption of alcohol upon his return to campus following treatment at the hospital. Judicial Referral submitted.

 

9/7/14 Assist Other Agency: Officers responded to the rear of 17 Beall Street to assist Frostburg City Police with an intoxicated male. Upon arrival, officers met with Frostburg City Police and stood by to assist with an intoxicated male.

 

9/7/14 Assist Other Agency: Frostburg City Police requested assistance in Meshach Frost Village for a fight in progress. Upon arrival, officers assisted with dispersing the crowd and received witness information. Frostburg City Police referred parties involved to District Court and advised them of their victim’s rights.

 

9/8/14 Assist Other Agency: Frostburg City Police requested officer backup at 147 W Mechanic St. for a possible weapons complaint. Upon arrival, officers stood by and patted individuals down as they were exiting a vehicle. Once the area was secured officers cleared the scene. No weapons were discovered.

 

9/8/14 Drug Law Violation: Officers responded to Frederick Hall, in reference to the odor of marijuana. One subject will be issued a criminal citation for CDS-Possession of Paraphernalia. Judicial Referral submitted.

 

9/8/14 Notification: ID Services employee reported the poster board was removed from in front of the ID Services Office. Employee reported the board read “Bobcat Express Photos Here.”

 

9/8/14 Knock & Talk: Officers spoke with the bartender at the Byrnes Pub, Center Street.

 

9/9/14 Assist Other Agency: Officers assisted the Frostburg City Police at 90 Walnut Street for a possible domestic assault. Officers and units of the Allegany County Sheriff’s Office responded. No police action taken by this agency.

 

9/9/14 Assist Other Agency: Officers assisted the Frostburg City Police at 52 W. College Avenue for a possible breaking and entering. No police action taken by this agency.

 

9/9/14 Request For Officer: Officers were dispatched to Cumberland Hall for a report of an odor of possible marijuana both outside and inside the building.  Officers were not able to identify the source of the odor.

9/9/14 Suspicious: Officers responded to Cambridge Hall for a report of a suspicious male subject. Dispatch advised a female caller reported she allowed an unknown male subject into the building approximately 10 minutes earlier and was suspicious of him. Caller was unable to provide any further information about the direction of travel of the subject.  Upon arrival, officers conducted a foot patrol of the public areas of the building and were unable to locate anyone matching the description of the subject provided by dispatch. No further action taken.

 

9/9/14 Suspicious: Officers conducting a patrol check of the Upper Quad area of Frostburg State University observed a student lying on a park bench in front of Simpson Hall.  The student advised that earlier in the night, he went for a jog to “clear his head” and eventually lay down on the bench and fell asleep. Student then thanked the officer for waking him and left the area, headed toward Cumberland Hall. No further action taken.

 

9/10/14 Noise Complaint: Officers were dispatched to Cambridge Hall for an anonymous complaint of loud noise outside of the building. Upon arrival, officers were unable to hear any loud noises. A foot patrol was conducted in front of Westminster & Cambridge Hall with negative results for any noise.

 

9/10/14 Assist Other Agency: Officers responded to Warn’s Lane in Frostburg, to assist Frostburg City Police units with an intoxicated subject.  The 21 year old student was transported to the hospital for treatment.
