February 19 – February 25

2/19/14 Fire Alarm: Officers were dispatched to Annapolis Hall for a fire alarm. Upon arrival, officers observed students outside and heard the audible alarm. The fire panel was showing the system in “trouble” with no zones highlighted for fire/smoke. Frostburg City Fire Dept. along with officers conducted a walk-through of the building. The alarm was reset without any issues. It was determined the building was safe and then allowed students and staff back in. A check of the main panel in the building revealed no issues. Scene cleared.

 

2/20/14 Request For Officer: Officers were called to assist the FSU Provost Office with a personnel problem.

 

2/20/14 Hit & Run: Officers responded to the Gray Lot, for a reported hit and run accident, involving two vehicles. Upon arrival, officers made contact with the complainant/victim, who advised the incident occurred approximately 30 minutes ago and was witnessed by a friend. According to the witness, a gold Nissan Maxima was struck by another vehicle while parked and unattended in the parking lot. The suspect vehicle, a silver Toyota Tundra was located parked unattended, across from the victim’s vehicle. Contact was made with the driver of the suspected vehicle who advised she is a new driver and was backing her vehicle when the incident occurred.  As a result of the investigation, the driver of the suspect vehicle was cited for unsafe backing.

 

2/20/14 Traffic Accident: Officers responded to the P.E. Lot, for a reported motor vehicle collision. Upon arrival, officers made contact with both drivers involved in the incident. According to one driver, she was  in her parked vehicle when her vehicle was struck by another vehicle as it backing into the parking space beside her. Minor damage was observed to the left rear bumper of second vehicle.  According to the other driver,  he was backing into a parking space and struck the other vehicle.  Minor damage was observed to the left rear bumper of his vehicle. As a result of the crash investigation, the operator the second vehicle was cited for at-fault for unsafe backing.

 

2/20/14 Traffic Accident: Student reported his vehicle had been struck while parked in a PE Center parking lot. According to the victim, he believed the damage to have occurred on 02/19/2014 between the hours of 1100 and 2200 hours. He stated he observed the damage after he left the PE Center Lot at 2200 hours and arrived at his residence at Edgewood Commons shortly after. Officers observed the damage to be focused around the D/S rear of the vehicle, and the rear bumper to sustain considerable damage across half its length. It was also observed the trunk lid to be dented at the top and rear, and  the taillight had been pushed into the rear quarter panel area. A circular impression was observed on the bumper, which appeared to be from backup sensors, indicating that the suspect vehicle backed into the victim’s vehicle. Officers were unable to observe any paint transfer on the victim’s vehicle. Shortly after taking the report, officers  responded to the PE Center Lot and were unable to observe any vehicle which sustained any damage consistent with the damage to the victim’s vehicle. Further attempts to locate the suspect vehicle will be made on later dates.

 

2/20/14 Assist Other Agency: Officers were dispatched to Bobcat Court, for a report of excessive noise. Frostburg City Police were notified. Upon arrival in the parking lot next to the building, officers  could hear loud music coming from within an apartment. Officers then made their way to the second floor and observed a female subject open a door to an apartment, at which time, the music became even louder. The female quickly shut the door as officers were walking up the stairs and knocked on the door and made contact with resident. The resident was advised that a complaint had been made about the noise and asked if she would turn it down. She complied and advised she would keep the music at a more appropriate level.

 

2/20/14 Request for Officer: Officers were dispatched to Dunkle Hall for a report of two students acting inappropriately in the 24/7 computer lab. It was reported that the two students were “making out” and fondling each other. Upon arrival, officers made contact with two subjects who were observed sitting in the corner furthest from the entrance. Officers advised both subjects why police were there, to which they stated they were in a relationship and had been sitting close and holding hands. Both subjects were advised that the computer lab was not the most appropriate place to show affection towards each other, and that they had to be respectful towards others utilizing the lab. Both subjects stated they understood and would tone down their displays of affection. No further action taken.

 

02/21/2014 Traffic Accident: Officers met with male who stated that when he was in the Guild Parking lot, he accidently hit an unattended vehicle.   Officers identified the owner of the unattended vehicle and informed him of the accident. All insurance information was exchanged.

 

02/21/2014 Assist Other Agency:  Officers responded to Annapolis Hall to assist FPD while attempting to locate student in reference to a theft investigation. Officers were not unable to locate the student in Annapolis Hall nor could be reached by cellular telephone. No further police action taken.

 

02/21/04 Ordinance- Open Container: While patrolling in a marked police vehicle on Center St., officers noticed a female subject carrying a red Solo cup trying to get in a vehicle. Upon the female seeing the marked police vehicle she tried to conceal the cup into the vehicle. Officers then made contact with the female and asked her about the red Solo cup. The female stated the cup contained juice and alcohol. At this time, she was issued a civil citation for possession/consumption of an alcoholic beverage in a public place.

 

02/21/2014 Alcohol Violation: Officers responded to Annapolis Hall for a male and female fighting outside. Upon arriving on scene officers noticed a male and female yelling at one another in front of Annapolis Hall. Officers recognized the male from prior alcohol violations and from last weekend when he yelled “Fuck the Police” in the window of the police vehicle. Officers then asked the male and female for their Ids and the male stated that their Ids were in  Annapolis Hall. While speaking with them officers noticed a strong odor of an alcoholic beverage on their breath/person. Officers then escorted the male and female to the room to retrieve their identification. Upon entering room, officers noticed a 1.75 liter bottle of Burnett’s Strawberry, Banana Vodka sitting on the desk. She then stated that the fight was verbal only and that he did not touch her during the argument. Female was not a FSU student and was transported to University Police where she was picked up by her mother.  Both subjects issued citation for possessing/consuming an alcoholic beverage under 21 y.o.a.

 

02/22/2014 Request for Officer: An fast food delivery employee called police headquarters to advise his vehicle had been hit by several students behind Cumberland Hall. Upon officer’s arrival behind Cumberland Hall, they made contact with the employee. Officers were advised that he was in a verbal altercation with three suspected students and that his car had been hit by them. Officers attempted to make contact with the subjects, but by the time they entered the building there was no one around. At this time, officers returned to the parking lot and began to gather more information from the employee. He advised he had just dropped off some food when he began driving back to University Drive. At this time, a male subject told him to slow down. He then stopped his vehicle and yelled at the individuals.  He advised a verbal altercation ensued between him and the three male subjects. During the altercation, he advised that one or more of the male subjects were hitting his car with their fists.  He then pointed out two small dents on the rear of his Toyota Camry. A small “nickel” sized dent was observed on the top of the trunk on the driver side. A small “quarter” sized dent was observed on the rear of the trunk just above the Toyota emblem on the passenger side. Once he advised he was calling the police the male subjects ran and entered Cumberland Hall through the center wing rear entrance.  At this time, he advised he did not wish to see anyone charged he just wanted the damage to his car repaired. Officer advised they would review the video footage and attempt to identify the male subjects in order to question them.

 

02/23/2014 Request for Officer: Officers responded to Cumberland Hall to speak with RA. Officers met with the RA who advised a student had just walked into his room. The RA said once he saw him, the student said “Oh, RA is in his room” turned around and walked back out. The RA thought the student who entered his room might have been drinking. At this time officers made contact with the student at his room. Officers asked why he entered RA’s room. He said it was a mistake. He did not appear to be intoxicated but he did say he had been drinking. RA advised he was upset because he had entered his room without knocking. Student was advised if he needed the RA he is to knock on the door, not to enter otherwise. He apologized to RA. The RA said he would be submitting the J-Board report. No police action taken.

 

2/24/14 Drug Law Violation: Officers responded to Cumberland Hall for the smell of marijuana. Upon entering Cumberland Hall, officers met with the Resident Assistant  who stated that a female was smoking marijuana earlier in the evening. Officers proceeded to the room and knocked on the door. A female answered the door and was asked if she lived in that room. The female said she did, at which time officers asked if they  could come inside to talk with her. The female agreed. Upon entering the room,  officers noticed a faint odor of burnt marijuana. The female was then asked if she had been smoking marijuana tonight and she said, “Yes, earlier and the smell is on my jacket.” She was then asked if she would consent to a voluntary search of her side of the room and she said, “Yes.”  As the search started, the female subject stated she had marijuana in her car parked in State Street Lot but nothing in her room. Inside of the closet a white leather pocket book was located.  Inside the pocket book officers found CDS paraphernalia.  At this time, the subject told officers she had more marijuana under her bed. Officers then walked over to the bed and found the marijuana and more CDS paraphernalia. A search of the rest of the room was conducted with negative results for additional contraband. Officers then escorted the subject to her vehicle parked in State Street Lot. The subject then opened the door and said, “The rest of the marijuana is in the armrest console.” She  also stated there was a pipe in the console. Inside the console was a white bag containing suspected marijuana and a blue glass pipe. She then  consented to a complete search of her car with negative results for anymore CDS. Subject was issued two criminal citations: a citation for possession of marijuana less than 10 grams and a citation for possession of drug paraphernalia, then released.

 

2/25/14 Traffic Arrest: Officers conducting a school traffic detail at Beall Elementary, observed a male subject, exiting the driver’s side door of a  Jeep , then crossed the front of the vehicle to the passenger’s side to get his son and escorted him into school. As the driver came out of the school and back to the vehicle, he began to smoke a cigarette outside of the vehicle. Officer recognized the subject and thought he may be suspended. A license check was conducted through the MVA advising the driver’s license status was suspended. As officers were conducting a license check, the driver walked away from the vehicle and into the Alley way, just west of the location. The vehicle remained parked on College Ave, across the street from the elementary school. Officers then exited the patrol vehicle and confirmed there were no other occupants in the vehicle.  Contact was made with the driver at the intersection of Maple and Mechanic Street. The driver immediately said “I did nothing wrong, I did nothing wrong.”  Officer contacted the driver. The driver admitted to the officer that he was driving the vehicle, and that there was no other way to get his son to school. As a result of the investigation, the driver was then issued one traffic citation for driving on a suspended license. The driver was then released and walked home.

 

2/25/14 Request For Officer: Officers were dispatched to Gunter Hall for a report of a subject who had locked herself in the “green room”. Upon arrival, officers were advised the caller notified police dispatch that she had been freed from the room and no longer required officers’ assistance. No further action taken.

 

2/25/14 Request For Officer: Officers were dispatched to Frederick Hall for a request for officer. Upon arrival, officers met with the complainant who advised that he returned to his room at approximately 1900 hours on this date and found a note had been slipped underneath his door to his dorm room. He showed officers the note, and it stated “T___ stop shitting in the trash. Thanks.” He further advised that there was an incident on their floor where an unknown subject has been defecating in the trash can located in the 6th floor trash room. He believed that the note was in reference to that incident. He also advised that at approximately 2300 hours, an unknown person knocked on his door. When he went to answer the door there was nobody there. He explained that this happened again at approximately 2330 hours. He  also explained that he was trying to sleep when the unknown persons knocked on his door both times. Upon clearing the room, officers observed a group of four male subjects sitting in the hallway on the 6th floor. Contact was made with the individuals, and was asked if they had seen anybody knocking on any doors. All the students advised that they had been there since 2200 hours and did not see anybody go down the hall. Officers then advised the students to stop if they were the subjects that continuously knocked on the subject’s door. The subjects advised they did not have any part in the incident, but would comply.

 

2/25/14 Drug Law Violation: Officers were dispatched to Annapolis Hall for a report of an odor of marijuana. Upon arrival, officers heard the occupant of a room spraying what sounded like an aerosol device in the room. Officers knocked on the door and was contacted by the resident.  Officers advised the resident a complaint was received about marijuana usage and asked if he had anything to share with the them. The resident stated, “yes sir, I have been smoking.” The resident was asked if he had any marijuana or paraphernalia in the room, to which he replied he thought he had smoked it all. Officers  then looked around the room and observed, on the desk on the left side of the room, a black “poker chip” grinder and a clear plastic baggie containing a green leafy substance which suspected to be marijuana. He was asked who the marijuana belonged to, and he replied “me and my roommate.”

Officers then asked the subject if he would consent to a search of his belongings, to which he agreed. At this time the roommate arrived and was asked about the contraband, which he claimed that the marijuana and grinder belonged to both he and his roommate. Judicial Board referral submitted.
