Crime Lines 10/12/2021 – 10/18/2021

10/12/2021 Request for Officer – Officers responded to the entrance of Old Main for a female sitting with her dog. Upon arrival, contact was made with the female FSU student. She indicated she was okay and due to her circulation issues from walking she needed a rest. The subject also appreciated being checked on. After officers cleared the subject and her dog were observed walking in the direction towards her Park Avenue residence.

10/12/2021 Information/School ThreatWarrant Service FSUPD – Officers responded to the Student Services Office to speak with a coach regarding information that he received about a death threat from a student. The student was located at his residence off campus. While speaking with the subject it was learned he had weapons in his possession. Consent was given to locate and hold the weapons until resolution could be reached in the incident. Upon further investigation Officers were informed of another threat to an FSU student. Ultimately an arrest warrant was served, and the student was transported to District Court Commissioner and held without bond.

10/12/2021 Hit & Run – Officers responded to FSUPD HQ for a report of a hit and run. Contact was made with the complainant who advised her vehicle had been damaged while in the Pullen Lot on 10/12/2021. Officers inspected the vehicle and observed damage to the driver side rear bumper and quarter panel with white paint transfer on the damaged area. A review of the Oculars camera footage was conducted with findings of a white sedan striking the complainants vehicle. The Ocularis camera system showed the suspect vehicle driving on University Drive toward I-68. A search of the grounds did not result in finding the vehicle. The complainant was notified of the findings.

10/13/2021 Narcotics Complaint – Officers responded to the FSU Lane Center for two FSU students involved in marijuana activity. Contact was made with the complainant who identified the two FSU students in question. At this time video surveillance is to be viewed and the investigation is continuing.

10/13/2021 Fraud – Officers responded to Hitchins Administration building for a report of theft. The complainant stated her wallet was stolen from inside her office. Witnesses advised of seeing a black male walking through the common area inside the HR department. Video camera footage was reviewed where it was shown the suspect enter and exit the HR department and walk back to his vehicle in Annapolis Lot. The vehicle is last seen traveling onto Braddock Road towards I-68. Officers canvassed the FSU Campus grounds and off campus housing area for the suspect vehicle with negative results.

10/14/2021 Narcotics Complaint – Officers responded to Westminster for an odor of CDS. Upon arrival, there was a strong odor in the hall in question. Officers attempted to contact the subject of the room in question with negative results. A Judicial Board referral was submitted.

10/14/2021 Suspicious – While patrolling the upper practice fields Officers found a small fire in the sand / gravel are with three students standing around it. The female advised that she was burning items from a bad experience, and it was a type of therapy. All subjects were cooperative and put out the fire right away. The female was provided CAPS information.

10/14/2021 Assist Other Agency (FPD) – Officers responded to Bowery Extended for a large crowd/ party. Upon arrival the subjects were standing in/blocking the roadway. When told to subjects eventually moved from the roadway. FPD issued the resident of the dwelling, an FSU student, a citation for noise violation. Officers remained in the area until the large group dispersed.

10/15/2021 Assist Other Agency (FPD) – Officers responded to Seven Eleven Convenience Store to assist with a large crowd. Officers remained in the area for approximately thirty (30) minutes until the crowd dispersed. While on the scene, officers assisted a female motorist who locked her keys in her vehicle.

10/15/2021 Disturbance – While on scene at Seven Eleven Officers observed approximately 10 people, one female was yelling. Contact was made with the female to ask if she was assaulted. The female did not want to seek any police investigation. She was advised to contact FPD if she needed further assistance.

10/15/2021 Assist Other Agency (FPD) – Officers responded to the area of Bobcat Court to assist FPD with a large crowd in the area. Upon arrival, there were approximately fifty (50) individuals in the roadway and on the sidewalk of Bobcat Court. Officers maintained a presence in the area for approximately twenty (20) minutes until the crowd dispersed on their own.

10/15/2021 Request for Officer – Officers responded to FSUPD HQ to speak with the complainant who advised while walking through Stadium Lot towards the PE Cordt’s building a female subject attempted to strike her with her vehicle. Contact was made with the driver of the vehicle who advised she did not attempt to strike the complainant, she veered to the right to go around her. The video surveillance matches up with the driver’s statement. Both subjects were directed to cease all contact. A Judicial Referral was submitted.

10/15/2021 Administrative Search/CDS – Officers responded to the parking area in front of Westminster Hall for a student requiring assistance with lock opening for their vehicle. Upon arrival contact was made with the complainant who was also currently the subject of an ongoing police investigation for the possible distribution of “THC edibles” on campus. Officers made contact with Student Affairs, and they elected to have Residence Life conduct an administrative search of the subjects on campus room. During the search multiple items of marijuana and suspected THC “edibles were recovered as well as a significant quantity of alcohol. A judicial referral was completed.

10/15/2021 Traffic Accident – Officers met with an FSU student at Headquarters who advised he had hit an unattended truck in the State Street Lot. An information exchange was completed and provided for each vehicle.

10/15/2021 Assist Other Agency (FPD) – Officers responded to the area of Bobcat Court to assist the FPD with dispersing of a large crowd in the area. There were no problems as the individuals were leaving the area.

10/15/2021 Skateboard Complaint – While on patrol, Officers contacted an FSU student riding a skateboard on the blacktop roadway between Cambridge Hall and Brownsville Hall. The subject acknowledged that skateboard riding on the grounds of Frostburg State University was prohibited. A Judicial Referral was submitted.

10/15/2021 Assist Other Agency (FPD) – Officers responded to Bobcat Court for a party inside a vacant apartment. Officers stood by on the exterior ground level while FPD checked the apartment. No one was located inside the apartment.

10/16/2021 Assist Other Agency (FPD) – FSUPD backed up FPD with a traffic stop on E. College Avenue at Alley #33 while FPD issued two traffic citations.

10/16/2021 Breaking and Enter – Officers responded to Annapolis Hall for a subject who was reportedly knocking on the complainant’s door. Contact was made with the subject who claimed to have no idea why he was being contacted by officers. He denied punching any door of the complainants. A report was submitted to Student Affairs for review and follow-up.

10/16/2021 Request for Officer – Stadium Lot Officers made contact with the crowd of tailgaters and advised them it was time to leave the area. Everyone left without incident.

10/16/2021 Assist Other Agency (FPD) – Officers observed FPD out with a subject on Charles street for a littering violation. FSU PD stood by until individual was issued a civil citation for the violation.

10/17/2021 Assist Other Agency (FPD) – Officers responded to College Avenue to assist FPD with a disturbance that involved a male subject with a possible broken jaw. FSU stood by the male subject in question while FPD investigated the incident.

10/17/2021 TheftMisdemeanor – While on patrol, officers observed a male subject carrying a yellow and white Columbia Gas – gas line marker on the sidewalk adjacent to University Drive. Contact was made with the subject who returned the item to the location where it was taken. Report submitted to Student Affairs and Judicial Board referral was submitted.

10/17/2021 Hit & Run – Officers met with a walk-in complainant to take a report of an alleged hit and run that occurred previously. She indicated she observed the damage to the front of her vehicle. Because of the obstructed camera view during the evening hours, heavy fog cover around October 12th and prior in the Frostburg area, and an unknown timeframe for the alleged hit & run provided by the complainant, a suspect was not developed.

10/17/2021 Narcotics ComplaintAnnapolis Hall – Officers responded to a report of a possible odor of marijuana. After a patrol of the area the odor could not be detected.

10/18/2021 Assist Other Agency (FPD) – FSUPD stood by while a high school student at Mountain Ridge was escorted to the ambulance.

10/18/2021 Harassment – Text messages were provided to FSU Title IX office by the complainant regarding possible harassment. Following investigation two parties were provided an electronic version of the MD Victims and Witnesses Rights pamphlet via email and advised of their District Court rights to obtain a peace order if they so desired.

Summary period includes 191 calls for service and 16 traffic stops.
